The problem 14 November 20143Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis” Regulations designed for CAT are disproportional and excessive for GA. The GA Road Map project has been launched to address the issue. EASA MB 04/2012

Risk based approach 14 November 2014 4Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis” GA demands proportionate regulation focus on Risk-based approaches definition of a risk hierarchy …associated with limitations More Protection More Freedom
5
Working together 14 November 20145Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis” Success relies on all parties working together

Same safety level: Not feasible Not what public expects Against ICAO endorsed philosophy 10 New approach to GA Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis”14 November 2014 Specific risk categories are associated with GA activities. They should be known and accepted by the community transportbusiness training sport
11
New approach to GA For the new approach, it was proposed to focus first of the low end part of the GA activities, where the impact of the actual regulatory system seems to be the most harmful, and which includes also the largest part of the GA stakeholders. We proposed to identify this part of the GA activity as S port Aviation, by opposition to transport aviation. The new approach could then every time it is possible be extended to the other GA activities. 14 November 201411Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis”
12
Change EASA system 14 November 201412Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis” Optimise internal Agency activities to GA Creation of GA community
13
Change EASA system 14 November 201413Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis” Streamline oversight activities
14
Change EASA system 14 November 201414Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis” ‘One entry point/One voice’ Creation of GA community/network in the ‘EASA system’
15
New principles applicable to GA 14 November 201415Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis” Active application of risk hierarchy Better, more effective rules More protection More freedom
16
New principles applicable to GA 14 November 201416Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis” Move, where possible, from ‘organisations’ approval to ‘individuals’,
17
New principles applicable to GA 14 November 201417Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis” Combined organisations approvals possible?
18
New principles applicable to GA 14 November 201418Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis” Consider ‘delegation’ of oversight functions to user organisations, where possible
19
New principles applicable to GA 14 November 201419Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis” Encourage safety culture
20
EASA Safety Conference This year the EASA Safety Conference focused in Rome on GA ( October 2014 ) where 8 (mixed) panels gave presentations, leading to interesting panel discussions, all related to GA Safety and the need for change, EASA‘s Intensions and Plans and what they already achieved! 14 November 201420Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis”

22
Simpler, better rules 14 November 201422Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis” Interim: Produce handbook/web-tool compiling all current GA regulations Publish a specific GA annex after appropriate review, if necessary General Aviation Handbook
23
Simpler, better rules 14 November 201423Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis” Minimizing the impact of SMS at level of individuals and small organisations
24
Impact of the change Such reform will impact other elements of the EASA system: 14 November 201424Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis” Structure and organisation of NAAs and GA stakeholders International harmonisation/coordination EASA and NAA fees & charges Leveraging available GA expertise Data and safety analysis

25Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis”14 November 2014 3-year Work Plan The Three-pronged approach will tackle all three pillars at once, while allowing resources to be focussed on any area that require immediate action. EASA’s First AchievementsEASA’s First Achievements were presented during the GA Safety Conference, in October 2014.
26
New Approach on Initial Airworthiness Intermezzo Panel 4: A Flexible framework for small aircraft Certification & Production A Flexible framework for small aircraft Certification & Production New Approach on Initial Airworthiness. Possible regulatory options: - Self-declarative System - Use of Accreditaded Bodies - Delegation of privileges, with limitet Oversight - Small adaptation of the EASA System (Part 21) - Move to Annex II 14 November 201426Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis”
27
Impact on Safety Level First Conclusion Simplifying the initial airworthiness does not reduce the level of product safety. Simplifying the installation of safety enhancing features will lead to more modern aircraft, complying with higher safety standards, with lower costs! This is already reflected in the objectives of the ‘Part 23 reorganisation exercise’ (reduce certification effort by 50% and double the safety). The challenge of this task is the development of procedures which will reduce the burden for product and organisational approvals, but to ensure the necessary oversight. 14 November 201427Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis”

29
New Approach on Initial Airworthiness Intermezzo Panel 5: A Flexible framework for small aircraft Maintenance A Flexible framework for small aircraft Maintenance Proposed Short Term Actions: - Provide more Templates and Guidance (with use of External Resource/Pool of Experts) - Provide more Training to Industry by organizing Workshops on dedicated topics, and vice versa! - Issuance of Permits to Fly for Uncertified Aircraft, where industry standards would be used (to be further explored together with industry) 14 November 201429Workshop for GA “Nieuwe Regelgeving: Vangnet of Dwangbuis”
