3 © Western Cape Government 2012 | 1.Global Economic Impact 3 Over the next five years, PwC estimates global consumer spending on filmed entertainment is expected to grow at 5.9% compound annual rate, reaching US$114.8 billion in 2015 from $86.2 billion in 2010. Michael Paterson, partner in PwC’s Entertainment and Media practice, says, “Revenues for filmed entertainment will be fuelled by the youth market and a variety of options for consumers to access movies. Watching movies on line and via mobile devices will supplement box office spending on filmed entertainment.”

4 © Western Cape Government 2012 | 2.Film Performance 4 NFVF conducted an economic baseline study to measure: the size of the industry, its contribution to the Gross Domestic Product (GDP), employment figures and the multiplier effect. The Deloitte study revealed the following: Over the last six years, the SA film industry posted an exponential growth of 84%. In 2012/2013, the year under review the industry contributed R3.5 billion to the country’s GDP. The industry more than pays for itself with a delivery back to SARS with more than R670 million, with about R420 million above what the dti pays in the form of film incentives. The industry created more than 25 000 full-time equivalent jobs. The industry has an economic multiplier effect of 2.89.

5 © Western Cape Government 2012 | 3.1National 5 The mandate of the NFVF, as set out in Section 3 of the NFVF Act is: 1. To promote and develop the film and video industry. 2. To provide and encourage the provision of, opportunities for persons, especially from disadvantaged communities, to get involved in the film and video industry. 3. To encourage the development and distribution of local film and video products. 4. To support the nurturing and development of and access to the film and video industry. 5. To address historical imbalances in the infrastructure and distribution of skills and resources in the film and video industry..

6 © Western Cape Government 2012 | 3.2National 6 Vision: To strive for a quality South African Film and Video Industry that is representative of the nation, commercially viable and encourages development. Strategic outcome orientated goals: 1.Increase training and development opportunities. 2.Develop appropriate policy interventions for the South African film industry. 3.Increase volume of films produced and ensure equitable access to the film industry. 4. Create awareness of film opportunities and access to film and video products among all South Africans. 5. Fulfil statutory and governance obligations of the NFVF as set out in relevant legislation.

Goal: Our goal is to create the opportunities for businesses and citizens to grow the economy and employment. This will be achieved by embracing five key focus areas:

9 © Western Cape Government 2012 | 5.1Western Cape Strategic Film Growth Priorities 9 Provincial Strategic Objective 1: Creating opportunities for growth and jobs states that one of the comparative advantages of the Western Cape is a “thriving international tourism industry with strong links to the creative and cultural sectors ”. The Western Cape Government’s “growth strategy is based on the province’s comparative advantages. This involves a combination of knowledge intensity, cultural activity, multi-dimensional tourism, lifestyle attractiveness and location”. The Department of Economic Development and Tourism has the statutory and legislative provincial mandate for tourism, trade and investment promotion. It provides strategic direction, facilitation and implementation of initiatives to ensure that there is economic growth and job creation in the film sector. Film sector implementation is effected in the Wesgro public entity (The Tourism, Trade and Investment Promotion Act, as amended in 2013).

10 © Western Cape Government 2012 | 5.2Western Cape Strategic Film Growth Priorities 10 Film Growth Vision: Our vision is a Western Cape that has a vibrant, innovative, and sustainable economy, characterised by growth, employment and equitable opportunities, and built on the full potential of all for the Film sector. We are aligned to the vision of the NFVF which is “to strive for a quality South African Film and Video Industry that is representative of the nation, commercially viable and encourages development”. Targets: To firmly establish a globally competitive film industry by 2020 in the Western Cape.

11 © Western Cape Government 2012 | 5.3Western Cape Strategic Film Growth Priorities 11 Strategic Objectives: 1)To implement a 5-year demand-led film and media growth strategy. 2)To maximise inward and outward market access to strengthen the Western Cape’s position as film friendly destination. 3)To investigate and support upskilling opportunities of film businesses to contribute to the global competitiveness of the sector.

12 © Western Cape Government 2012 | 5.4Western Cape Strategic Film Growth Priorities 12 1)To implement a 5-year demand-led film and media growth strategy. In collaboration with Wesgro, City of Cape Town, Cape Town Film Studios, MICT SETA, NFVF the dti and the private sector, regular engagements on development of the sector and key strategic issues for the Western Cape. Focused engagement with Cape Town Film Studios for investment purposes in long film, TV productions and other opportunities. Signed Agreements in place with key partners (for example, NFVF, Brand South Africa, dti and Regions) which will drive investment and growth. Addressing industry blockages with relevant stakeholders on a case-by-case basis. Targeted Engagements addressing industry blockages, such as visa issues. Further identification of blockages and barriers to growth will be identified and addressed. Establishing and coordinating market research to reflect sector status, opportunities and risks. Ensuring effective and integrated film and media planning that includes providing the relevant provincial strategy and policy, with alignment to national and local government.

Focused and directed trade and investment missions in collaboration with the dti, NFVF and relevant organisations. Market the Western Cape as a film destination in collaboration with tourism destination marketing effort, together with established partnerships. 3)To investigate and support upskilling opportunities of film and media businesses to contribute to the global competitiveness of the sector. EDP3 film training for producers in collaboration with established and identified opportunities as they arise. Facilitate business-to-business meetings.
