4. Authority of State Law State v. Mann (1830) John Mann shot and wounded a female slave. Mann was charged with battery. NC Supreme Court ruled that slave was property because it used the letter of the law. State law superseded the court’s sympathy.

5. Leandro Case (1997) School boards sued the state because they believed the state wasn’t providing a quality education to poor “at-risk” students. The courts agreed and said the courts could intervene in the schools if the state wasn’t doing its job.
