20 The Council needs to change, not just to meet the savings challenges, but to improve services; We have consulted with people of Suffolk and they have said they want us to protect service delivery as much as possible; Taking a long term view of the transformation needed provides an opportunity to change the nature of demand for our services; The 10 transformation programmes and enabling programmes and approaches will deliver long term sustainable change and save money.
