Agenda item 10 >to recommend to the Council items for inclusion in the agenda for the next WRC, and to give its views on the preliminary agenda for the subsequent conference and on possible agenda items for future conferences, in accordance with Article 7 of the Convention.

Australian Position >In developing new WRC agenda items Australia supports the ‘Principles for establishing agendas for WRCs’ as detailed in Annex 1 to Resolution 804 (Rev.WRC-12). >Australia supports a future WRC agenda item considering ‘possible identification of IMT in bands above 6 GHz’ contingent on the agenda item focussing ITU-R studies on a viable suite of frequency bands, rather than an open ended examination of all bands above 6 GHz. >This support is also contingent on the inclusion of a requirement that studies for this future agenda item be carried out in a manner that ensures appropriate engagement with potentially affected ITU-R Study Groups. >Australia also supports future agenda items on Global Maritime Distress and Safety Service (GMDSS), Global Aeronautical Distress and Safety System (GADSS) and Intelligent Transport Systems (ITS). >Further guidance on Australian views on Agenda Item 10 issues was included in the Reference Document to the Australian Brief.

APT Proposal and Common Position >In developing new WRC Agenda items, APT Members supports the ‘Principles for establishing agendas for WRCs’ as detailed in Annex 1 to Resolution 804 (Rev.WRC-12) and encourages the use of the Template for the submission of proposals for agenda items (Annex 2 of the Resolution). >APT Members are of the view that the volume of the agenda of a WRC and the workload of the preparatory work needed to be kept at a manageable level and that issues that can be resolved under the standing agenda items of WRCs or through the regular activities of ITU-R should not be converted into separate agenda items of WRCs. >The APT submitted proposals (Document 32 Add 24) to the Conference on ‘IMT above 6 GHz’, fixed and land mobile services between 275-1 000 GHz, ITS, GMDSS, GADSS, AIS, train communications and WPT. >APT proposals on IMT, ITS, GMDSS, GADSS were supported by Australia. Australia did not have a position on the other APT proposals.
