Foreign Policy
2
U.S.-Cuba Relations Foreign Policy - strategies that a country uses to achieve its national goals around the world
3
In U.S. foreign policy, there are four major strategies used… 1) SANCTIONS 2) TARIFFS 3) MILITARY ALLIANCES 4) FOREIGN AID
4
What is a sanction? SANCTIONS Refusal to trade with a country because it violated international law or the rights of its citizens
5
Cuba is less than 100 miles off the coast of Florida
6
In 1959, revolutionary Fidel Castro and his band of guerillas successfully overthrew the government
7
Fidel and his small band of guerillas (soldiers) walking through the jungle
8
As the Cuban revolution grew, so did the media propaganda for their cause
9
Fidel Castro became a global figure and made Time magazine “Viva Fidel”= Live Fidel Graffiti like this grew throughout Cuba
10
Fidel Castro and his 2 nd -in-command Che Guevara
11
Che became a symbol for the revolution
12
In the beginning, America supported Castro’s revolution in Cuba
13
By 1960, a rift (gap) develops Castro’s government begins to… Seize private property and and take over (nationalize) hundreds of private companies Some of those companies were branches of large U.S. corporations Began heavily taxing American-made products in Cuba
14
United States Government Reacts America sanctions Cuba by imposing trade restrictions on everything except food and medical supplies Embargo – A boycott of a country’s goods ( basically the same thing a sanction)
15
Cuba reacts by expanding trade with the Soviet Union At the time, the Soviet Union was America’s enemy
16
U.S. Government responds by cutting all diplomatic ties with Cuba Diplomacy - talking between government leaders of different countries Since then, U.S. and Cuba talk through Switzerland
17
John F. Kennedy is elected, and U.S.- Cuba relations worsen for awhile President Kennedy enforces a strict tariff on Cuban goods Helps protect American industry and U.S.-made products TARIFFS = increased tax placed on imported goods in order to protect domestic industry
18
Cuba’s economy suffered Over half of their exports stopped being sold in America At same time, they were losing key U.S. imports like food and cars TARIFFS = increased tax placed on imported goods in order to protect domestic industry
19
With no way to import American cars or new parts, Cubans still drive out-dated sedans
20
Cuba responds with tariff on U.S. exports TARIFFS = increased tax placed on imported goods in order to protect domestic industry When two countries begin to impose tariffs on one another, it results in a trade war that damages both countries
21
MILITARY ALLIANCE = group of nations that have joined together for common security U.S. wanted to build a military alliance against Cuba
22
U.S. could not gather a military alliance U.S. government, led by Kennedy, tried several times to assassinate (kill) Fidel Castro, once planting an exploding cigar in his collection
23
But it failed... and was a foreign policy disaster
24
For the next 30 years... Cuba and U.S. continued to have a trade war with one another Their governments have not directly spoken to one another Cuba’s economy has suffered greatly, and many have called for the U.S. to end their tariffs, sanctions and trade embargo
25
Some call for the U.S. to provide foreign aid to Cuba FOREIGN AID - when one country helps another by donating money or human support
26
But...President Obama has reduced the traveling restrictions to Cuba for some Americans with family there However, the U.S. government has refused to give foreign aid
