2 Technical Evaluation: Mandatory Requirements The evaluation of tenders will be done by the cross functional team consisting of technical team, commercial, Quality, and SHE. MANDATORY RETURNABLES Only those tenderer’s who satisfy the following eligibility criteria are eligible to submit tenders: 2016/06/122 Project Management Certification Proof of Project Management Qualification and 2 years’ minimum experience. The tenderer must have a qualified Project Manager who shall be part of the proposed management team that shall manage the rollout during the contracting period. The Project Manager must have a Project Management qualification (no specific body) and minimum of two (2) years’ experience. Premises Status Supply address for evaluation Contractors must be based in KZN Province FinancialLetter from Bank required as proof, 6 month statement OR letter of intent/ evidence from funder that funding will be available Contractors must have minimum R 100 000,00 available to cover monthly expenses.

3 a) Technical Evaluation (70 Points) A penalty system will be applied for the technical aspects where 10 points are deducted for any requirement partially met, and 15 points deducted for any requirement not met at all. 2016/06/123 Technical 1 Rollout Strategy 1.1 Implementation Strategy proposed & Project Methodology [Formulate a project execution strategy for the implementation of the CFL programme] 1.2 Risk Management Plan 2Database and Logistics Management 2.1 Database Administration experience on Microsoft package, submit a source (sample database of a previous/current project), and submit an accredited Microsoft office package certification. Submit data capturing and auditing process detailing data integrity (checking of errors and data integrity) 2.2 Logistics Experience [Explain how you will manage the logistics of this project (stock transportation capacity, control, insurance, etc.)] 3Inspection and Verification 3.1 Explain Inspection and Verification process of installed CFLs 4Training of Installers 4.1 Submit the training plan indicating the following [the type training, material used and duration of duration]

4 2016/06/124 To remove Incandescent light bulbs and non-working Compact Fluorescent Lamps (CFLs) attached to the lighting socket and replace it with a working CFL Overview Scope

5 Overview Target:3 million CFLs Door to door exchange. No central exchange points. ESCO’s:10 ESCO’s Payment:R10/CFL [Includes all costs – labor, transport, warehousing, training, insurance, printing etc.] Penalty:R1000 per individual [No ID, Bib] R1000 per day for late submission of database R15/CFL unaccounted, incandescent lamps not returned Implementation Period:September 2015 to Jan 2016 2016/06/125

6 Overview ESCO Support:Energy Advisor allocated to ESCO Maps:Provided by Eskom Marketing:ESCO to assist in pamphlet distribution. Eskom to sort out poster allocation and newspaper adverts. ESCO Training:Provided by Eskom. 2016/06/126
