Update on Developments 9 Mitchell Road – former Sydney City Mission Property is listed as a Heritage Item in the Kingsclear Road Heritage Conservation Area Unauthorised works commenced to this Heritage site – reported to Council by a resident twice Stop work orders issued by Council twice – complaint is now being assessed by Planning staff DA 2016/0329 submitted to seek retrospective authorisation for works including: – Installation of a large roller shutter door at the rear with a new framed sliding glass door inside – Removal of the stage – Installation of a ramp from the new rear doors – Re-location of existing stairs and installation of new stairs – Upgrade of downstairs toilet – Installation of new kitchenette upstairs Submissions due 6 April – extension has been sought from Council Page 4

Update on Developments 9 Mitchell Road – former Sydney City Mission Rationale for objections: – Heritage Item sites should remain protected and unchanged if it is of ‘aesthetic and historic significance’ – Building commenced in Site 1891 as a City Mission Hall – providing a centre for volunteer labour, community activities, food and clothes depot and a venue for weekly meetings. It later became a venue for musical events, provided reading rooms and Sunday Schools – It is believed the site provided entertainment for servicemen during WW2 – with many dances being held at the site – there is no reference to this in the Heritage Impact Statement – No evidence that the stage is ‘non original’ which means that it can be removed - there are references to a podium in the property in a news report in 1895 (four years after it was built) – The development does not meet following heritage conservation requirements: It does not ‘conserve the environmental heritage’ – rather the changes proposed are unacceptable – the fact that they are externally visible from the rear of the property is irrelevant It does not ‘conserve the heritage significance of heritage items and heritage conservation areas including associated fabric, settings and views’- the external and internal changes destroy the associated fabric of the building and its rich history during its time as a City Mission Hall The ‘effect of the proposed development on heritage significance’ is not minimal as asserted by the developer Page 5

14. 1. Euston Rd widening ‘The section of Euston Rd between Sydney Park Rd and Maddox St includes two multi-unit residential buildings on the western side of the road. The upgraded kerb and footpath would separate the road from apartment buildings. Landscaping at the north end of Euston Road around this section would also be provided as part of the project.’

Maddox St/Euston Rd intersection ‘changes to the Euston Rd / Sydney Park Rd intersection to [allow only buses to turn from Euston Rd] into Sydney Park Rd would mean that motorists wanting to access Sydney Park Rd from Euston Rd would need to take the alternative Maddox St / Mitchell Rd route. Roads and Maritime would monitor the performance of Euston Rd / Sydney Park Rd … to ensure that acceptable traffic flow and network performance outcomes are being achieved’

Maddox St Rat-run vehicles re-routing to Euston Road via Maddox Street and Mitchell Road when vehicles start to queue at the Sydney Park Road / Euston Road / Huntley intersection The response admits this: comments on how in its model volumes north of Euston Rd are predicted to fall in 2021/2031: ‘A review of the Paramics model suggests that this is a result of vehicles re-routing to Euston Rd via Maddox St and Mitchell Rd'

19. 3. Road traffic noise on local roads ‘Mitchell Rd, Maddox St and other surrounding roads would not be directly affected by the project,... However, based on the level of community interest … additional road traffic noise modelling has been carried out. The tables show that along the roads that have been assessed, the project would not lead to an increase in road traffic noise levels by more than 2 dB(A) and therefore no further consideration of noise management measures is required.’

21. 4. Sydney Park ‘the landscape impacts of the project in and around Sydney Park can be effectively mitigated and managed through well designed landscaping... [O]nly a small portion of areas of Sydney Park would have views to these changes, as much of the park has an inwards focus, and these changes would be somewhat screened by vegetation fringing the park and further diminished as the landscaped vegetation matures.’

Air quality 'increases in pollutants concentration around Sydney Park as a result of the project' 'Potential health impacts associated with changes in air quality (specifically nitrogen dioxide and particulates) within the local community have been assessed and are considered to be acceptable.'

Loss of trees on Euston Rd The photomontages and the accompanying visual impact assessment demonstrate that potential visual and landscape impacts generated by the widening of Euston Rd would be minimised and managed within acceptable limits through the proposed landscape character design for the project…. Roads and Maritime would also investigate during detailed design the opportunities to reduce the width of Euston Rd…’

25. 7. Impact on character of suburb ‘widening of roads in St Peters and Alexandria near residential areas … would result in visually significant character changes within these road corridors. However, the character of the new road would be consistent with the nature [of] a road reserve in a residential area… New active transport infrastructure in the St Peters, Mascot and Alexandria precincts would significantly improve and encourage active transport use…, creating a vital new east-west active transport corridor….’
