1. CONSOLIDATION NATIONAL SOCIAL SECURITY SYSTEM

THE BACK GROUND AND JUSTIFICATION Since indipedent day of Republik Indonesia on August 17’1945, the constitution in Indonesia had the stipulate in chapter 28 poin 3 is “ Obligatory of country to develop social security to all of people”. Infact in Indonesia, the reality is people sick without medical in hospital, even until dead, they didn’t get the health care. More children can not get the education reason the family poor, etc. Some times people took the chased by hospital of goverment cause can not pay the cost of healthy service.

3. Actualy, Indonesia have 4 body of social secuties, specially cover-not for all people. The bodies are : ASABRI, maintenance/manage social security with scheme PANSION, HEALTH,DEATH to police and military. ASKES : for Healthy and death of publik serven and poor people. TASPEN, manage social security with scheme PANSION, to public servant. JAMSOSTEK, manage social security with scheme DEATH, HEALTH, OLD AGE, ACCIDENT to formal worker. The bodies of social secirities above just coverd, who is formal workers, who is public servant and who is military (Police and army). For citizen, likes informal workers, farmer, fisherman, merchant, unemployment, etc they have no social securities covered. Specially for formal workers, more companies in Indonesia did not coverd they are labour on Jamsostek, or if they covered their labour, just followed 2 or 3 programs, not all (total 4 programs)

4. Recently on years 2004 ago, the gavorment of Indonesia to produced national law number 40 tahun 2004 to implementation the fundamental constitution years 1945. The law to arranged about : Social security to all of people Socisl security use mechanism social insurance with participation “employ- emplyer-goverment-individual (self). Develop social security scheme death,health,accident,old age and pansion. Body organizing social security existing (JAMSOSTEK,ASABRI,TASPEN,ASKES) must CONSOLIDATE TO ONE LAW BODY ORGANIZING SOCIAL SECURITY. The national law to role added one program is pension. And to manage that for the poor people, gavorment will covered by sosial assistant. The bodies about social securities should being to adopt the matterial in act number 40 tahun 2004, its meaning workers will take the pension and gavorment to be responsibility for fisherman, farmer, trader etc. Regarding the command of the national securities, CITU and K SBSI make this propose.

5. THE TARGET GROUP & PARTIES INVOLVED Formal workers are much more coverage JAMSOSTEK All Indonesia people Parlement The target will being implementation by CITU and K SBSI through the collaboration consolidation program as training, campaign (by leflet, sticker, T’shirt, post card and seminar). Otherwise the program will being through the curriculum training of each two cofederation.

6. OBJECTIVITIES Short term : build the big issu regarding social securities systim Long term : all the federation can being implementation the program trough each activities. The program will being realization upon the national level until plant level, specialy in Cba.

7. ACTIVITIES September 2010 : To continue lobbyng with central parliament according legal drafting reorganiazed –consolidation social securities systim September 2010 : Printing the post card and distribution to our members and all people for there will be sent the post card to parliament (representative from civil societe voice). Printing the t’shirt and leflet. Oktober 2010 : Organize the seminar about this issu. We will invite other institution likes : academik, NGO, Goverment, parliament etc. The is press release on the media (newspaper and elektronik). November 2010 : Finally hearing with parliament about legal drafting. To confirm legal drafting proposal trade union body organizing social security. December 2010 : Have the new national regulation about body organizing social security. Januari 2011 : Socialisation by two confederation the the region have a form seminars and discussion with our members.
