The Management of solid waste for the northern Adelaide region is provided through the Northern Adelaide Waste Management Authority (NAWMA). The region comprises the Councils of the City of Salisbury, City of Playford and the Town of Gawler.

Constituted as a Controlling Authority in February 1996 now referred to as a Regional Subsidiary. The region covers an area of 560 square kilometres, and occupies the northern sector of the Adelaide metropolitan area. The estimated population is in excess of 240,000 residents housed in around 100,000 dwellings. This represents approximately 19% of the population of metropolitan Adelaide.

Mission Statement Operations – To work together with the constituent Councils to facilitate responsible waste management within the Northern Adelaide Region of Local Government. Education – To help communities understand the importance of responsible waste management.

Services and Activities
NAWMA undertakes a range of activities and services for and on behalf of its member Councils. These include: Kerbside collection services – waste, recycling, garden and food organics and household hardwaste – in excess of 33,000 bins are emptied daily (Mon to Fri) Operation of the Uleybury Landfill. Operation of the Waste Processing Facility (sorting of recyclables and baling of waste) at Edinburgh North. Regional promotion and education on waste minimisation and resource recovery. Provision of customer service to Councils and residents on all waste management issues. Operation of the Resource Recovery Centre incorporating a public Waste Transfer Station and Salvage and Save Operation at Edinburgh North NAWMA also provides further services to rural Councils.

Advantages/benefits of a regional subsidiary
Due to economy of scale principal the following is applicable: Cost advantages due to combined material volumes eg tonnes of waste for disposal, tonnages of recyclables for processing. Improved bargaining/negotiating power in dealing with contractors. Attractive to contractors – one organisation to deal with. Preferred by the State Government – particularly with funding submissions Centralised waste management facilities. Centralised administration/customer service/promotions-education.

Service agreements In addition to the legal binding Charter there is also a Services Agreement. This is a registered statement of the services to be provided by the Regional Subsidiary. The agreement is the accountability mechanism between the Subsidiary and the Council for waste management services as listed in the Agreement and is subject to annual review.

Summary The success of a Regional Subsidiary in achieving cost efficiencies, irrespective of the waste management function it performs, is due to the commitment and support of its member councils.
