1 Environmental Mitigation and ePM Project Commitment Database

2 Why we developed a project commitment database:  Ensure we are fulfilling what we promised  Help us keep track of what we have done/not done  Central location for all of UDOT to access  Get Credit for all the GOOD things we do

3 Commitment Definitions  Any action that is intended to avoid, minimize, and mitigate environmental impacts  Any action that is required to be implemented as a condition of project approval, or has been committed to by the project sponsor

4 Examples  Project Design – Use retaining wall rather than a fill slope in order to minimize impact on adjacent wetland  Project Design – Use native plant species when revegetating disturbed areas  Construction – Use equipment that has been retrofitted with technologies to minimize emission of MSATs

5 Examples (continued)  Mitigation – Construct replacement wetlands  Stewardship – Retrofit existing roadways with storm water management facilities  Maintenance – Manage a storm water facility to a certain level of sedimentation

6 Sources of Environmental Commitments  National Environmental Policy Act (NEPA) EIS/ROD EIS/ROD EA/FONSI EA/FONSI CE CE State Environmental Study (SES) State Environmental Study (SES)  Section 106 Memorandum of Agreement (MOA)  Biological Opinion/Incidental Take issued by USFWS under Section 7

7 Sources of Environmental Commitments  Section 404 permit issued by U.S. Army Corps of Engineers/delegated states under the Clean Water Act  State environmental agency permit  State, regional, and local permit  Other study documents, MOUs, permits, or approvals  Commitments to stakeholders

8 Making Commitments  Make sure they are clearly worded  Make sure they are not contradictory to other commitments  Consider practical impact of the commitments on design, construction, maintenance  Provide flexibility to adapt commitments in the future

14 Complete Environmental Commitment Information  PHASE PE – Commitment that a Designer needs to incorporate into Plans/Specials; Pay item; Limits of Operation PE – Commitment that a Designer needs to incorporate into Plans/Specials; Pay item; Limits of Operation CONST - UPDES Permit Conditions; Standard Spec CONST - UPDES Permit Conditions; Standard Spec ROW - Commitment ROW staff makes with public (i.e.: Wait until school year is over to move family with kids) ROW - Commitment ROW staff makes with public (i.e.: Wait until school year is over to move family with kids) MAINT – Cultural area to avoid putting fill on MAINT – Cultural area to avoid putting fill on  COMMITMENT Be Concise Make sense and constructible Put intent rather than the solution, in cases where not much design was done  RESPONSIBLE Who will do it? 17 Edit Existing Commitment Double Click to choose commitment you want to edit. Change “UDOT Standard Spec 01355, Part 1.13” to: “Follow UDOT Standard Spec Section 01355 – Environmental Protection, Part 1.13-Discovery of Historical, Archaeological, or Paleontological Objects, Features, Sites, Human Remains, or Migratory Avian Species.” Double Click “Cultural”

19 Print Last page of Study has the Mitigation Commitments. Commitments are separated by PHASE

21 Project Commitments Use Screen 775 to Manage the Commitments You can: Add, Modify, Delete, and Complete Double Click Resource to pick record to work with. (Modify, Delete, Complete)

22 ADD a Commitment Commitments can come from other sources than the Environmental Document, such as Public Involvement or Right of Way. Click ADD for a blank record. Complete information and SAVE.

23 Modify or Delete Commitment MODIFY: Pick commitment (by double click), Make Changes, and Save DELETE: Pick commitment (by double click), Hit Delete Double click to pick commitment

24 COMPLETE a Commitment Click on Complete Button, It opens a Complete Window Fill in the Date and Completed by, Return and Save. Click

25 Commitment Information Source of Commitment was from PI, not the NEPA document This commitment has been COMPLETED. It displays a “Y”.

26 Report Many options to select what you want to show on your report. Reports can be run for a single project or an entire Region.
