The Aim To provide a sustainable facility which can deliver vocational training for young people aged 14 to 19 years. To provide a facility to enable young people to participate in real work experience whilst operating a motorsport venue. To allow affordable local community access to the facility through schools and community groups. To generate income for the facility to enable it to be self-sufficient, sustainable and ever lasting.

Why at Trax Trax is easy to get to and has good road connections and access. Trax has established planning permission for this type of Facility over the past 7 years. Trax has a track record of engaging young people in Training and education through activities. (established 1999 with audited accounts) Trax has an unblemished health and safety record and relationship with insurers. Trax is regarded as the best example of a multi-user facility and provider of activity based education in the UK. Trax has recently assisted the ACU in developing a set of industry guide lines for the health and safety executive to adopt as a best practice document for future Local Authority owned/operated projects around the country. Trax has an established Kart and Motorsport client base that use the facility during non educational times. Trax has an experienced commercial and practical staff team.

How Much Will It Cost ? The object is to put numbers next to the following questions. The Scale of the Indoor VT Centre will dictate the build or purchase cost. The cost of the building will depend on size and type of construction Consultant fees ie architect, engineer etc. The amount and type of resources and equipment to support the courses Salary's for the Educational Staff team, which could be made up from an existing Diploma provider, Preston College or Myerscough. This again depends on the no of students on courses. The Commercial Activity Director and support staff, complimented by YPs on work experience, or part time employment. Other operating costs i.e. utilities, rates, rent, insurance etc.
6
The Partnership Plan A possible suggestion for the ownership and operation of the Project, would be a not for profit structure (A Company Limited By Guarantee), with a board of Directors of no less than 3 and no more than 13.These would be made up of all interested parties i.e. a representative from LA, School Heads, Community and the Motorsport Club, Commercial Activities. Under these Directors would be a Manager responsible for the Education and a Manager for the Motorsport Activities. The appropriate staff teams would then report accordingly. There would be a lot of over lap and need for communication between the 2 managers as young people on the vocational courses would be given opportunity to participate and work in the commercial activity operations team. This would be in the evenings and the weekends. Other partners would include Youth Service,YOT Team, Police, LA,etc. The Young People/Students and Members of the Motorsport Club.
7
How will it be Sustainable ? Vocational Students funded by local authority, to access the diploma courses Social Care/Yot Team YPs funded by private providers, or Local authority. Income generated through the motorsport facility, community and school access, corporate events,Motorsports club events and organised activities.

Who will the facility be for ? The facility will be for anyone who wishes to participate, learn or associate with young people in an educational or social environment. Students who attend Trax will have the opportunity to learn while enrolled on a vocational training course and benefit from being able to participate in work experience in vocational areas such as motor engineering, circuit maintenance, working on machinery such as mowers, fork lifts, skid steer sweepers etc. Administration and office dutys, marketing and bookings, customer service and catering. Students will also have the opportunity to join the motorsport clubs, in which they could participate in there chosen activity i.e. minimoto, karting, supermoto, supercross, midi bikes, etc. The facility would also be available for the local community to access for evening vocational training courses and motorsport activities. This could be organised by the relevant managers and supported by the students. Local schools will have access to both the vocational training and the activities, these could be used to motivate and reward younger students and introduce them to the future opportunities available to them. The formation of a motorsport club would assist the local police in engaging young people in the evening and offer opportunity for less fortunate young people to have access to activities and events where equipment is donated or funded by others and maintained by the YPs in the club. The best example out side Trax of education and commercial use of a facility is the Indoor riding facility at Myerscough College. It does demonstrate how a purpose built facility can be used by students for education and then by the wider community for events and training.

The Next Stage- answers we already know A multi user facility works well such as the current model at Myerscough Vocational training in construction and motor vehicles is engaging and is evident at the Eric Wright Construction Centre Young people want to access motorsport Young people benefit from genuine work experience accompanied by training and supervision Younger students are motivated by adding motorsport activities to the curriculum, and this enables us to deliver road user education/safety awareness etc We have a problem with juvenile nuisance Preston NEET figures too high TRAX has a commercial viability by looking at TRAX history We know that wider affordable access is difficult without there being another add on to help sustain the on costs of the general site overheads and offer full time jobs An indoor multi-user facility will produce income from both education and motorsport activity.
