2 Background ATOC commissioned ACoRP to research experience of TOCs working with small businesses. The research was carried out by Heart of Wales Line Development Co. – a rail-based social enterprise – David Edwards and Rachel Francis Final report will be ready late May

19 The Benefits: Rail Industry Breaks down barriers between railway and community: builds trust Brings stations back to life; makes them attractive and welcoming Adds additional services (e.g. On-train catering) Right approach can bring external investment ‘Feel good’ factor drives up usage Small but not insignificant extra property income New niche markets (freight...and more)

20 Benefits: Local Communities Creates jobs and training opportunities Offers affordable space to SMEs Local economy grows Brings station environment back to life – local pride Provides a base for SME networks: ‘Kilmarnock village’ Builds further potential opportunities

21 Benefits: Passengers Stations become welcoming and fun places Additional services e.g. -Station cafe/pub -Other retail services -on-train catering Potential new ticket office facilities Less anti-social behaviour Passengers are part of their communities – local pride in ‘our station’

22 Recommendations (1) Nurture relationships: TOCs would benefit from a dedicated resource at senior level : each TOC should have a ‘champion’ who understands how SMEs work (+ local Station Mgr. role) Partnership working: TOCs would gain from working with ACoRP and Community Rail Partnerships (CRPs) to identify areas where there is further potential Celebrate success.....but learn from the occasional failure Government framework: The Department for Transport’s encouragement of partnership with SMEs through the franchising process is vital – let’s monitor the results Go local: Network Rail’s new devolved structures could include a role for a ‘local business development manager’ - the link with the TOC equivalent on e.g. development land and buildings not within the TOC lease

23 Recommendations (2) TOCs – and passengers - would benefit from independent ticket retailers able to offer internet-based special offers to customers – widens the market TOCs should be realistic about the level of rents charged to SMEs. Offering tailored packages beginning on a peppercorn rent basis and growing towards a commercial rent is in everyone’s interest. Profit share? ACoRP has a key role to play in disseminating good practice among SMEs e.g. annual Community Rail Awards. Develop a network for SMEs involved in rail via ACoRP? The ‘community business unit’ concept has huge potential – more pilots needed
