Interventions for CBDRM National Strategy for Natural Disaster Prevention, Response and Mitigation up to 2020 Community Awareness Raising and Community-Based Disaster Risk Management (CBDRM) Program (Decision #1002/QD-TTg dated 13th July 2009) General objectives: To raise community awareness and effectively organize the model of CBDRM for all levels and line agencies, particularly for the local authorities and residents at village and commune levels To minimize fatalities and property loss To limit the natural resource, environmental and cultural heritage destruction caused by disasters that contribute to guaranteeing national sustainable development, national defense and security Global Facility for Disaster Reduction and Recovery (GFDRR) initial Program for Vietnam on Hazard Risk Management Institutional Development - Advocacy and Capacity Building (since 2007) Key components: Integration of disaster risk reduction into pipeline World Bank-financed projects in Vietnam; Catastrophe risk finance; Targeted support to Vietnam’s National Action Plan implementation; and, Support for weather forecasting and early warning system enhancement.

Community & Civil Society Organisations The people living and or/working in their communities should be the key implementers of CBDRM. In Vietnam, it is clear that often they do not know what it it they should do to plan, prepare and manage potential risk from disasters. Also they appear to be not clearly aware of what resources and assistance are available to help them. Many other other channels for awareness raising have limitations and may not effectively achieve coverage and impact. Civil society organisations play a very important role in bringing knowledge, concerns and support from the government agencies and different types of donors to the local communities in various ways. Civil society, in the context of PaR in CBDRM, is often the intermediately for sharing of experience and knowledge between and amongst the relevant stakeholders.

Education Behaviour change communication and campaigns on natural disaster management in education sector are considered as of vital importance for saving lives and assets of the population due to the very large coverage of the sector’s communication targets. If being implemented well as recently planned by MOET, messages and practical experience on natural disaster prevention and mitigation could reach 25 million students, millions of teachers and an equal number of parents. So far, most of CBDRM related effort and initiatives to raise awareness through education system have not come from the responsible educational management agencies, but from international agencies and (I)NGOs such as the Red Cross Organisation, Save the Children, Oxfam, CARE, CRS, etc. Support from these organisations is evaluated as highly effective, though coverage of the initiatives is comparatively narrow, scattered and focusing mostly in communities with high risk of natural disasters

Media The Media is the most important channel for public awareness raising. People get information about disaster and emergency relief mainly through the media. However, with very limited sources of information and low level of understanding about DRM and especially about CBDRM the media sector so far has not been able to deliver appropriate messages to various target audiences.

Private Sector The private sector should have been playing a much more important role(s) in DRM and CBDRM. Our study results show that the Vietnamese private sector is vulnerable to disasters and has not been familiar with DRM concepts. While most of the other stakeholders consider them simply as donors, very few recognise that businesses often are also significant disaster victims. There is even less recognition of their potential role as effective service providers for CBDRM, or a promoter/channel for CBDRM awareness raising

Institutional Framework The Institutional framework has been developed for implementation of various efforts for DRM, especially those are that are led by the GOV. However, there has been an institutional gap for promoting the implementation of DRM at grass-root level, e.g. CBDRM. Mechanisms for cooperation and resources mobilisation are also part of the gap

Overall Objectives Raising community awareness and organizing effectively model of community-based disaster risk management for sectors and fields, especially for provincial governments and the people in villages and communes to minimizing the losses of human life and properties, the damage of natural resources, environment and cultural heritages from extreme natural weather/phenomena in order to ensure the national sustainable development, security and defend of the country. (Decision 1002/QD-TTg, 13 July 2009)

Specific Objectives To improve the awareness and active participation of local communities and CSOs in development and implementation of DRM plans (<- Component 1) To improve awareness and active participation of education sector (education management agencies, schools) in development and implementation of DRM plans (<- Component 2) To improve awareness, capacity, and active participation of the media in CBDRM awareness raising (<- Component 3) To improve awareness and active participation of the private sector in development and implementation of their DRM business and local DRM plans (<- Component 4) To improve awareness and capacity on management and implementation of the CBDRM activities for governmental staffs at all levels (<- Component 5)

Key Strategic Actions Develop a set of GOV’s key and standard messages targeting the public. These messages will be disseminated to the public through many communication channels, including education system, mass and social media, business networks, interpersonal / channels and GOV system. Develop different handbooks and materials for different types of DRM/CBDRM promoters. The content of the handbooks will include basic knowledge about all types of disasters in Vietnam, DRM/CBDRM, key messages, guidelines on DRM/CBDRM related issues, gender sensitivity, survival skills, supporting skills for various types of target groups. Set-up mechanism in providing information to the media and private sector Create opportunities for all the target groups to access sources information related to DRM/CBDRM.

Key Strategic Actions (cont.) Set-up mechanism for all the target groups can easily participate in developing, implementing, and supervising of local DRM plans. Set-up mechanism and templates (agreements, contracts, etc.) for engaging mass organisations, CSOs, education system, the media, and private sector in DRM/CBDRM. Develop and implement capacity building schemes in DRM/CBDRM for various types of DRM/CBDRM promoters. Develop and implement capacity building schemes in for DRM managers.
