Socio-economic and legal background for the laboratory accreditation EU’s Directives: the “Low Voltage Directive”; the “Medical Devices Directive”; the “Products Safety Directive”, in the case lasers are embedded into consumer products such as toys or laser pointers. Safety operation of laser products is reinforced by EN 60825 series European Norms Medical products - Technical Report issued by the IEC TC 76

R&D Programme INFRAS Financial support to the quality infrastructure: to develop calibration and testing facilities; to prepare national norms according to EU’s standards; to organize intercomparisons; to set-up traceability schemes; to acquire or build working standards; personnel training (i.e. on measurement uncertainties, best practice, etc.). The novelty of the programme consists in the introduction, for the first time in Romania, of laboratory accreditation based on ISO 17025.

Dr. Sporea is working in the field of laser-based metrology for about three decades. He took part in the development of several metrological instruments for the Romanian fine mechanics and semiconductor industries. Now he is responsible for two sub-tasks in the frame of the EU Fusion programme, focusing on the evaluation of optoelectronic components and optical fibers behavior under ionizing radiation condition, targeting on their use in robotics and plasma diagnostic in nuclear installations. He participated to various European Union financed projects (PHARE, Leonardo da Vinci, PRAQ III, EURATOM). Dr. Sporea coordinated the participation of the Romanian team to two international intercomparisons organized by NIST and Laser Centrum Hanover. Dr. Sporea is active for more than 15 years in the development of Romanian written standards related to laser systems and optoelectronic components. He co-authored more that 55 journal and conference papers, 25 Romanian patents and one American patent, and three books on optoelectronics and optical information processing. A member of IEEE, LEOS, SPIE, EOS, he served formerly as Secretary of the Romanian SPIE chapter. He is founding member of the LEOS Balkan chapter and acting Secretary of the Romanian IEC Technical Committee 76 “Optical radiation safety and laser equipment”. For his activity Dr. Sporea was awarded one of the Romanian Academy awards and one award of the National Patent Contest. Starting with 2000 he works as an evaluator of project proposals for the EU’s Fifth Framework Research Programme.
