The purpose of the River Design Overlay is to: ◦govern form, function, design and use for properties located within the boundaries ◦maintain and promote the river as a valuable asset in terms of economic development and quality of life To accomplish this, the River Design Overlay adds supplemental zoning standards to existing zoning districts.

Support and enhance the river corridor as a lively, people-oriented destination, connecting nodes of high quality development with parks and open space.

Protect the City’s investments and the investments of property owners, developers, and others who enjoy the benefits of the Arkansas River Corridor.

Encourage development that enhances the appearance of the Arkansas River Corridor and the surrounding areas; and ensure development is sensitive to the area's natural resources and unique environmental qualities.

Establish the area as an interconnected, pedestrian-oriented, cultural and recreational destination, attracting both visitors and residents to the Arkansas River; and foster a sense of community and civic pride.

The River Design Overlay does not: Impact existing single-family homes or duplexes Allow new uses not previously permitted Change ownership of property Initiate specific development projects Remove or replace existing environmental permit and approval requirements

RDO-1 Includes park, recreation and open space uses Promotes limited development that is compatible with and complements park uses

RDO-2 Includes other properties with direct access to the river Requires new development be oriented to the river and abutting streets

RDO-3 Applies to properties that do not have direct access to the river but are visible from riverfront areas. Areas benefit from proximity to the river and contribute to the overall visual environment of the riverfront area

Administration New development must demonstrate compliance with overlay Site plan must be submitted to Land Use Administrator (INCOG) for review Site plan approval by Land Use Administrator (INCOG) is required prior to approval of building permit
