2 January 2014 THECB Board Meeting Compliance Monitoring  CB Compliance Monitoring has statutory definition in SB 215, 83 rd Legislative Session  Two areas of Compliance Monitoring Responsibility:  Funds allocated by the CB to institutions of higher education – grants, scholarships, loans, work study – used in accordance with laws and rules; $910 million/year as noted by the Sunset Commission  Data reported by institutions of higher education to the CB, used for funding or policymaking decisions – reported in accordance with laws and rules; $3.8 billion/year as noted by the Sunset Commission

3 January 2014 THECB Board Meeting Negotiated Rule Making - Compliance Monitoring  SB 215 required negotiated rule making for CB Compliance Monitoring  Proposed Compliance Monitoring Rule mirrors SB 215, and was developed with input from a representative cross-section of college and university stakeholders  The Proposed Compliance Monitoring Rule is included in your materials, based on unanimous consensus achieved through the Negotiated Rule Making Process
