ADDITIONAL PROCESSES Office of Information Technology (OIT) reviews and approves all IT procurement >= $100,000. Department completes the IT-10 and submits to Purchasing who then submits to OIT. Office of State Purchasing reviews all IT procurements >= $100,000 and assigns to the State Procurement Support Team (PST) for review and approval. Office of Contractual Review reviews Software Support Services >= $100,000 and assigns to OCR Procurement Support Team (PST) for review and approval. La Property Assistance approves any trade-ins.

REQUEST FOR RESPONSES (RFR) 9/12/07 – State Purchasing issued rules for utilizing Louisiana Pricing Schedules (LaPS) for same or similar items. (LAC 17) Applied to IT hardware on State Contracts where the total procurement exceeds $25,000. Informal procurement process Requires submittal to 3 LaPS contractors offering equivalent products. List of applicable contractors are found on State Purchasing’s website. Process and guidelines are found on Purchasing’s website.

TRADE-IN OF USED EQUIPMENT La state catalog contracts do not allow trade-ins. An ITB or RFQ could include a trade-in by providing specific information in the solicitation including where equipment can be inspected as optional pricing. Solicitation should include pricing with and without trade-in After bids open, La Property Assistance must approve the trade-in. Equipment valued >$10,000 and less than 5 years old will require OSP to approve also. Prior to trade-in or disposal, data must be securely removed as per PS 6.2 and 114.

HELP! If LaCarte is used for state contract equipment purchase under $1,000, it is important to get a quote and check state contract pricing prior to paying. LSU Purchasing must review and approve all vendor agreements. Software is defined as program offered commercially to computer installations. If customized, it falls under laws that govern Consulting Services. Installation on Statewide Brand Name Contracts and Networking Contracts is strictly defined by OSP and does not include configuration or reconfiguration of network equipment. Initial Software Configuration is defined within the confines of initial turn up of the equipment and software.
