Acting together It’s about the whole H&S system, not just about our own organisation. Everyone who can have an influence on health and safety outcomes has a role to play in the health and safety system. Not just about what HSE is doing.

Tackling ill-health Greater awareness of the harm, costs and preventability of work-related ill health drives collective action to improve health outcomes. The drive needs to come from all parties with a stake in keeping people healthy and fit for work and those of us within the health and safety system have an important role to play in this.

Managing risk well Proportionate risk management is universally recognised as an essential enabler of business success. It translates into reduced sickness absence, lower insurance costs, and a positive reputation. It supports productivity and quality management, enables innovation and protects a business’s most vital asset, its people.

Supporting small employers Lower-risk SMEs are aware of their health and safety responsibilities and make use of the simple and straightforward advice available. Partnerships between large companies and regulatory authorities to provide SMEs with free training, guidance and a local support network. Supply-chain and sub-contractor management

Keeping pace with change Anticipating and tackling the new health and safety challenges that come with social, economic and technological change. Britain needs to be investing in anticipating the workplace challenges of tomorrow e.g. Smart Meter roll-out – upskilling workforce

Sharing our success Take pride in Britain’s world-class reputation for health and safety and promote it Creating a world-class health and safety system is a goal everyone can unite around and benefit from. Helping other nations improve their standards.

Making it happen Senior industry figures and stakeholders taking up the challenge of organising and motivating collective action to drive up standards, linking this to the drive for greater productivity and efficiency. Board members and senior managers within all types of organisation actively championing the benefits that health and safety brings to business performance and the well-being of workers, and providing their health and safety managers with the direction and confidence to employ proportionate approaches to managing risk. Health and safety professionals, standard setters, legal advisors and insurers recognising where their activities inflate perceptions of risk and cutting back the disproportionate advice that can be so costly to businesses and the reputation of health and safety.

Making it happen Managers and workers being empowered to take personal responsibility for their role in seeing work is undertaken safely. Businesses adopting more outcome-focused relationships so that supply chains and contracting arrangements are mechanisms for sharing expertise and promoting proportionate risk management. Third party organisations cooperating and coordinating efforts so more of their skills and networks are brought to bear on improving outcomes and reducing bureaucracy. Intermediary organisations and trade associations acting as advocates for good health and safety and promoting simplified advice and support.

HSE’s role The focus of this strategy is on providing direction to the wider health and safety system and all those who are involved in or interact with it so that collectively we can deliver a much greater contribution to health and safety reform. HSE will be there to support those efforts by capturing and promoting successful approaches and developing measures to track progress towards the goals of this strategy. HSE will also be playing its part to improve outcomes and delivering on its responsibilities as the independent regulator and prime mover in the system
