 With 4,8 Millions of inhabitants, the population of the region accounts for 10.5 % of the total Spanish population
Valencia is the third largest city in Spain
In our Region, Spanish and Valencian are the co-official languages.
In Spain: 1 official language, Spanish, plus 4 co-official languages: Basque, Catalan, Galician and Valencian.
The Region of Valencia is located on the Mediterranean coast of Spain and is part of the so-called Mediterranean Arch, an axis which has experienced one of the fastest economic growth rates in the European Union

Convergence towards the competitiveness objective:
Before 2007 the Valencian Region was included in the former Objective 1.
After January 2007 our Region was included in the Objective competitiveness and employment (formerly Obj. 2)
The Valencian Region created in 2003 the Fundación Comunidad Valenciana - Región Europea to tackle this transition:
Broker of partnerships and spreading results of projects at a European level.
Activating main economic areas of our Region.
Key source  RENEWABLE ENERGIES .
During the next economical cycle covering , the Region of Valencia (who takes part in the competitiveness objective), will receive 42% of the regional funds, the region used to receive during the former transition phase (58% less than before).

A) Valencian Energy Agency
Implementation of the Energy Saving Plan in the Valencian Region
Objective  To decrease the energetic primary intensity in a 1’1% interannual, Energetic intensity = Amount of energy needed to produce every GDP unit
This aim is higher than the EU goal (1% interannual reduction).
This reduction would represent savings of tep (equivalent tons of oil) of primary energy and of tep of final energy in the period
Economic savings in the study period, , higher than 2’4 billion €.

To reduce the energy final consumption in the Valencian Region in order to diminish the energy final intensity in the economic sectors.
To reduce the energy primary consumption in the Valencian Region in order to diminish the ratio of total primary energy per GDP unit.
To improve the competitiveness of the Valencian companies, diminishing its energetic costs by means of the introduction of the most efficient technologies.
To reduce the energetic dependence of the Valencian Region with regard to other regions.
To reduce the environmental impact, using less pollutant energies in order to expire with the commitments acquired by European Union in the summit of Kyoto.

The Agència Energètica de La Ribera is an autonomous organism of the Environmental Consortium of La Ribera.
It is a SAVE Agency that is working from July The funds of the Agency correspond to the SAVE Program of the TREN DG of the European Commission and the County Council of La Ribera Alta and La Ribera Baixa.
Project “La Ribera in biodiesel”: project that consists in recycling domestic waste vegetable oil into biodiesel.

9. C) Local Energy Agency Vila- Real
1.4. VALENCIA REGION – RELEVANT BODIES IN THE ENERGY FIELD
C) Local Energy Agency Vila- Real
The aim of this project, which has been recently approved, is the creation of a Local Energy Agency to coordinate and promote the initiatives related with renewable energy sources (RES) and energy efficiency.
The proposal will be applied in the areas of industry, construction, public buildings, urban transportation and the habits of domestic energy consumption. The project intends to cover a region that includes determined municipalities from La Plana de Castellón, which interact in the energy framework of the zone.
The total budget for the creation of this body is euros, and will be financed for the European Commission.

FCVRE Foundation Comunidad Valenciana – Región Europea

La FCVRE fue creada en Noviembre de 2003
Organización sin ánimos de lucro, que funciona como una herramienta estratégica y un modelo de asociación público-privada.
Uno de sus objetivos principales es contribuir a la participación de la sociedad civil de la CV durante la transición de Objetivo 1 Cohesión a Objetivo 2 Competitividad.
Oficinas en Bruselas y antenas en cada una de las provincias de la región.
El gobierno regional Su financiación es compleja y en ella intervienen la Generalitat Valenciana (12%) diversas entidades de la CV aportan un 48% y el 40% restante se autofinancia desde la propia Fundación.

12. 2.1. - Fundación Comunidad Valenciana – Región Europea
The Fundación Comunidad Valenciana – Región Europea, created in November 2003, is a non-profit organization, based at the Valencian Regional Office in Brussels. The Foundation bases its work on the strategically tool Public Private Partnership.
The Foundation was created with the purpose of helping the civil society in the transitional participation on European funding as the Valencian Region will be entering Competitiveness Objective into 2007.
This entity facilitates the participation of the Valencian civil society, industrial groups, chambers of commerce, financial institutions, local development agencies, educational organizations (research and development institutions), and other stakeholders in European policies and projects.

13. The engagement of the FCVRE at local and regional level is to promote the relations between municipalities and provinces with other European regions
Objetive: promote the participation of municipalities among the transnational cooperation, participation in European projects, agreements in technological and innovation transfer between municipalities, as well as signature of agreements in technical assistance or regional networks.
Local and regional governments can participate in the new strategic objectives of the EU
The local and regional governments can be an example of change innovating directly in municipal structures and improving the services for citizens.

Events are a great chance to discuss best practices and to promote European projects and the Valencian Region in Europe.

16. 3.1. PROJECT ECOBUS LIFE - Environment 2002 3. Best Practices:€
System of withdrawal and recycling of vegetable oils of domestic use for its reutilization as biocombustible in the public fleet of buses in the municipality of Valencia

17. 3.2. PROJECT PROCURA IEE - SAVE 2004
The overall objective of the Procura-proposal is: to promote the acquisition of Alternative Fuel Vehicles (AFV) in the short term.
Procura will do so by tackling market barriers for the large-scale procurement of AFVs. Procura will focus on developing innovative procurement models (e.g. GreenLease, second-hand market development of AFVs) for private and public fleet owners.
Procura intends to carry out the following activities:
Collecting and disseminating best practices
Setting up dedicated procurement models
Setting up a large-scale procurement schemes

18. 3.3. PROJECT PERSPECTIVE
Perspective is a cooperation project of the regions of Comunidad Valenciana,Saxony-Anhalt, Région Centre and North Great Plain within the framework of the Community initiative INTERREG III C Regional Framework Operation (RFO).
Performance areas :
The project will study the five different sectors that the partners have identified as top priorities:
regional competitiveness and innovation in the automotive industry;
human resources and training in tourism;
regional marketing as a way to attract investments;
renewable energy
waste management.

19. SUBPROJECT PERSPECTIVE: INSTALATION OF A FULL HYDROGEN FUEL CELL SYSTEM FOR BOATS IN THE NATURAL PARK OF ALBUFERA (VALENCIA)
The proposal aims to establish a Hydrogen station for the boats in the area of “El Palmar” with an independent energy character. This will be accomplished through a solar photovoltaic installation. It will provide electricity for the visitor’s centre and for the generation of hydrogen fuel.
On the other hand, the actual boats of the natural park will be adapted for the new available technology. The project will finish with the noise, the oil and will make the boats work with totally clean energy.

It’s a part of the Competitiveness and Innovation Framework Programme (CIP) ( ) which encourages the use of information technologies, environmental technologies and renewable energy sources.
The intelligent Energy – Europe Programme helps speed up effort to achieve the objectives in the field of sustainable energy.
Budget: 52 MEUR
Project Average: 1 MEUR
Each annual work programme will set a number of more specific, action-related objectives. Closure date for 2007: 28/09/207
Maximum duration: 3 years
Three specific fields: Save, Altener and Steer

21. New and renewable energy resources (ALTENER), including:
promoting new and renewable energy sources for centralised and decentralised production of electricity, heat and cooling and thus supporting the diversification of energy sources;
integrating new and renewable energy sources into the local environment and the energy systems;
supporting the preparation and application of legislative measures.

25. 5. Pre-project proposals: 5.1. Management of straw:
The project is an innovative model of recycling of the straw of cereals, one of the principal waste generated in the withdrawal of the cereals instead of the incineration.
In this way, burning and the subsequent environmental impact will be avoided.
Valencia focuses on the rice straw.

26. 5.1. Management of straw- Objectives:
Creation of a Transectoral Centre for waste reuse
and recycling of rice straw and other organic waste.
Generate organic blankets:
To be used in soils which are in the process of desertification or used for dry farming.
Savings in water consumption for irrigation.
Studies of alternative solutions and BATs.
No polluted air in the ecosystem.

27. 5.2. Bio-ethanol production from citrus waste:
Goals:
Development of clean energies from orange pulp and peel
Reduction of CO2 Emissions
Create a new development field for the citrus sector
Activities:
Research and Development.
Exchange of scientific knowledge
Analysis of existing techniques and benchmarking.
Establishing working networks between enterprises and research institutes

28. 5.3. Biomass – Paulownia:
The project includes growing trees for biomass production and processing vegetal by-products for receiving ecological fuel to be sed in thermo power plants.
The manufacturing activity will be organized in the region of the town of Turn; some other regions have been currently explored too. Fast-growing trees of Paulownia genus, suitable for biomass production, will be grown.:
