OC Animal Care Facility – Project Delivery Method  Design-Build Two-Step Solicitation Process: 1 st Step RFQ (Request for Qualifications)  Solicit Statement of Qualifications  Select a short list of DB firms to receive RFP 2 nd Step RFP (Request for Proposals)  RFP with performance specs to design and construct complete and usable facility  Short listed DB firms develop and propose Schematic Design, and commit to GMP and schedule  “Best-Value” selection to award DB contract
