2. 1.Brief History of Architectural Education Architectural education in Korea began in 1939 following the establishment of the Department of Architecture at the Dong-Ah Engineering College, the former body of Engineering College of Hanyang University Seoul. The first national architectural engineering course was offered in 1946 at the Seoul Technical College, the former body of School of Engineering, Seoul National University.

3. 1.Brief History of Architectural Education Traditionally, Departments of Architecture in Korea have belonged to School of Engineering in most cases with 4 years Bachelor of Science Program. However, from the year 2002, Korean universities began to adopt 5 year Bachelor of Architecture program and 4 year Bachelor of Science in Architecture + 2 year Master of Architecture program depending on the condition of each school. As of now, many schools have already changed their programs and many other schools are preparing new educational programs.

4. 2. Role of KIRA in Architectural Education The purpose of architectural education in Korea is the development of architectural culture and contributes to creation. In accordance with the UIA /UNESCO Charter for Architectural Education’s declaration to improve the qualifications of architects and architecture to meet the public purpose of education and training has been conducted. 2-1

5. 2.1 KARB The Korea Architects Registration Board (KARB), established by the Korea Institute of Registered Architects (KIRA) under the commission of the Korean Government, is responsible for managing qualifications for licensed architects in Korea. KARB implemented the new qualification process for architects, from May 31, 2012, to meet the demands of our times and globalized environment. 2-3

6. 2.1 KARB KARB systematically manages the candidates’ professional development, registration and renewal of licensed architects, and continuing education of registered architects, all of which is commissioned to KIRA. KARB’s goal is to comprehensively and systematically manage the entire qualification process of architects, from practical training of candidates to professional activities after getting registered. 2-3

7. 2.2 Establishment of KIRA Education Board KIRA Education Board will be established based on Architects’ Act, Article 30, Clause 2 and Article 38, Clause 3, Item 2. It is responsible for offering practical education to registered architects in order to encourage them to improve and maintain academic knowledge and technical ability. 2-3

9. 4. Continuing Professional Development Program Various academic events, such as seminars, hearings, and lectures, are held as necessary. KIRA started implementing a CPD Program for the KIRA members on the mandatory course, ethical education, professional education, self- improvement. And each course has time based standard for accreditation, total 60 hours per 5 years is necessary.

Registration and License Requirement Architectural Law stipulates the qualifications of Registered Architects and their scope of work as below. 1) Registered Architects are persons who obtain architecture licenses as issued by the Ministry of Land, Transport and Maritime Affairs (MLTM). 2) Design and Supervision during construction.

11. 5. Registration and License Requirement Only registered architects are authorized to design buildings which require government permits. Also, only registered architects are authorized to supervise the construction of buildings either designed by themselves or other registered architects. 1) Any person who has undergone approved courses of study is eligible to obtain an architectural license upon passing the KIRA licensing examination. 2) Registered architects shall register their office at the MLTM prior to commencement of business. To register his/her office, the architect must associate or hire a recommended number of architects, as required by the law. 4-1

12. 5.1 Registration Authority of Architects Official registration at the Ministry of Land, Transport and Maritime Affairs (MLTM) is essential prior to commencement of practice. 4-2

13. 5.2 Procedure for Enrollment 1) Submit an enrollment application to the MLTM with proper identification, a license, a register of associate architects, office status, a guide map, and other data as required. 2) The MLTM reviews the submitted documents and verifies them on site. If everything has been prepared properly, the MLTM will issue a certification of enrollment. 4-3

14. 5.3 Relations of Membership with the KIRA 1) When an architectural office has been authorized, it has the option to enrol as a KIRA member. 2) The regular and/or associate KIRA member shall pay membership dues. 3) When an architecture office closes or when an architect's license registration has lapsed, membership to KIRA shall be forfeited accordingly. 4) KIRA supports all of its members and tries to maintain a current file of all of its member careers. 4-4

15. 6. Potential for Student Exchange Program The KIRA regularly makes sponsorship for students to join exchange programs such as ARCASIA Student Jamboree and KAA-KIRA Overseas Excursion Tours. Year 2011, the KIRA sponsored travel scholarships to students who were awarded Korean Architecture Award 2011.

16. 7. Accreditation System 7.1 Korean Architectural Accreditation Board (KAAB) The KAAB was established by the Federation of Institutes of Korean Architects (FIKA), and is collaboration between the three major architecture- related institutes in Korea: the Architectural Institute of Korea, the Korean Institute of Registered Architects, and the Korean Institutes of Architects. The KAAB was approved by the Ministry of Construction and Transportation (what is now, the Ministry of Land, Transport and Maritime Affairs) as an incorporated body in 2005. 6-1

17. 7.1 Korean Architectural Accreditation Board (KAAB) In accordance with the established criteria and guidelines, the KAAB carries out accreditation site visits and consults on architectural education to professional architecture programs. The KAAB conditions, procedures and guidelines are fair, transparent, and professional enough to be recognized not only domestically but also internationally, leading to recognition of the UNESCO-UIA Validation Council for Architectural education and acceptance as a signatory of the Canberra Accord. 6-1

20. 7.3 Accredited Schools Since the very first accrediting in 2006 until now, 38 out of the total of 73 5-year professional- degree programs were approved as candidates for accreditation. Also, 5 architectural educational programs have been confirmed to go through the accrediting inspection process, indicating that architectural accreditation has now fully settled. 21. 8. Student Internship Program Condition Currently, it is not a mandatory condition for students to gain internship experience after the completion of the pre-professional undergraduate degree in Korea.

22. 9. Key Issues in Architectural Education in Korea 9.1 Sustainable Architecture Academy KIRA is successfully managing Sustainable Architecture Academy for design experts of ecological and energy saving architecture commissioned by the Ministry of Land, Transport and Marine Affairs (MLTM) which subsidizes USD 6,500 per trainee as educational expenses.

23. 9.1 Sustainable Architecture Academy The regular training course consists of 130 hours lectures and workshops during 3 months for 60 architects in each term. The special training course consists of 40 hours lectures for 60 CEO-Architects in each term. Until now, 550 persons have graduated from regular course and 256 persons have also graduated from special training course. workshops on Green & Sustainable Architecture and a special Forum for Green Architecture will be held as part of the annual Korea Architecture Fair & Festival 2012 (Oct.23-Oct.26) which is organized by KIRA.

24. 9.2 Specialised hanok Design Training Programme for Architects Recently, many people are interested in hanok, Korean traditional house of wooden structure. And the demand for hanok for modern usage has been dramatically increased. But it is hard to find systematic design process and educated professional workforce. KIRA offers a new education course for training hanok architects under the sponsorship of MLTM. This training course consists of lectures, online education, design studio, workshops and seminars during 6 months and 2 weeks of volunteer activity for 48 architects in 2012.

25. 9.3 Experiencing Architecture for Children KIRA held the 1st Architecture Creative class and hanok experience event for children as an annual project. It is expected to inform our excellence of architectural culture and improve the image of architecture, develop creativity through the children to experience and explore the traditional wooden structure. This event co-sponsored by the Ministry of Land, Transport and Maritime Affairs (MLTM) and Presidential Commission on Architecture Policy.

26. 10. Future Plan 10.1 Architecture Textbook Project for Young Age KIRA, together with AIK, starts to develop an Architecture Textbook Project for children from 7 years to 13 years old. This Project is inspired by the UNESCO/UIA CHARTER FOR ARCHITECTURAL EDUCATION. It will be performed under the sponsorship of MLTM.
