After January 2007 our Region was included in the Objective competitiveness and employment (formerly Obj. 2) The Valencian Region created in 2003 the Fundación Comunidad Valenciana - Región Europea to tackle this transition: Broker of partnerships and spreading results of projects at a European level. To reduce the energy primary consumption in the Valencian Region in order to diminish the ratio of total primary energy per GDP unit. To improve the competitiveness of the Valencian companies, diminishing its energetic costs by means of the introduction of the most efficient technologies. To reduce the energetic dependence of the Valencian Region. To reduce the environmental impact, using less pollutant energies in order to expire with the commitments acquired by European Union in the summit of Kyoto.

It is a SAVE Agency that is working from July 2001. VALENCIA REGION – RELEVANT BODIES IN THE ENERGY FIELD C) Local Energy Agency Vila- Real The aim of this project,, is the creation of a Local Energy Agency to coordinate and promote the initiatives related with renewable energy sources (RES) and energy efficiency. The proposal will be applied in the areas of industry, construction, public buildings, urban transportation and the habits of domestic energy consumption. The project intends to cover a region that includes determined municipalities from La Plana de Castellón, which interact in the energy framework of the zone. The total budget for the creation of this body is 450.000 euros, and 200.000 will be financed for the European Commission. 7

The Foundation bases its work on the strategically tool Public Private Partnership. www.uegva.info www.uegva.info The Foundation was created with the purpose of helping the civil society in the transitional participation on European funding as the Valencian Region will be entering Competitiveness Objective into 2007.. This entity facilitates the participation of the Valencian civil society, industrial groups, chambers of commerce, financial institutions, local development agencies, educational organizations (research and development institutions), and other stakeholders in European policies and projects.

Training to provide necessary technical skills to inspectors in administrations. Peer Reviews to refine strategies and target further assistance. Database and information products supplying and receiving uniform information on the acquis including the monitoring of the national legislation. Adopt a strategy for EU funding Calls for proposals: Dont wait for the calls to be published. Identify clearly the strategy of your organisations, stakeholders, region…(key sectors, fields, skills that need to be developed…) Select strategic partners. Identify the most suitable funding schemes. Identify the role you are most likely to play in a consortium (coordinator, partner, work packages vs. internal resources) Networking: Become an evaluator (if possible) Join EU associations/networks/platforms Be present/exhibit at relevant conferences

Develop your skills EU projects are very challenging. They require many skills: 1.Understand Business Needs/Society Needs 2.Understand EU Policy 3.European Partners/Network 4.Consortium Agreement 5. Understand EC Financial regulation and 6. Administration 7. Project Management Skills 8. Communication Skills (including Intercultural…)… Develop your skills and train your staff. It will help you develop your organisation far beyond EU projects.

Many reasons to contact your National Contact Points 1)They have direct contact with the European Commission. 2)They can advance information on the work programme, provide analysis of results of previous calls, arrange meetings with EC officers… 3)They usually organise workshops on call attended by EC officials and in certain regions they support applicants with funding or free assistance for the proposal writing. 4)They can provide early indication of results at the evaluation stage (informal) 5)In general they can provide recommendations for proposal evaluation, committees, conferences…

What you need to know before starting? GIVE DETAILED EXPLANATIONS IN YOUR PROPOSAL ! STARTING POINT: What is the existing situation ? What is the problem to be solved ? What has been done so far, and by whom ? Where do you come into the picture – and why ? WORK PACKAGES: What exactly do you propose to do ? RESULTS: What will be different when the project has ended ? When you have finished, how will anyone know that you have succeeded ? – monitor your impacts ! TARGET GROUP: Who do you need to influence / engage? IMPACT: What measurable change will you achieve ?

Be imaginative, start early ! It takes longer than you think ! Easy to read? - evaluators assess it in ~2-4 hours. Have it read by an outsider (no jargon, simple for non mother tongue readers) Respect limits of length, but give as much detail as possible in each work package, and explain what each partner will actually do, how (methodology), and what will be delivered Provide evidence of : –the problem that you plan to address / solve (market failure), –your expertise (strong CVs), –your co-financing (letters of support, with funding commitments), –stakeholders who are committed to use the results (ideally they will be partners or co-sponsors) 2. Fundación Comunidad Valenciana – Región Europea Delegación de la Comunidad Valenciana en Bruselas www.uegva.info More thoughts on European Added Value results which are transferable to othersMulti-cultural working is difficult and expensive, so it must really deliver added value, with results which are transferable to others –A consortium of partners from different countries is not enough –Working in parallel in different countries is not enough –Working on issues addressed by EU policies is not enough Remember: Comparatively small (<500k) actions can nevertheless have high added value and impacts at EU level Actions, which fit better at national or local level, because of timescale, involvement of SMEs, intellectual property rights, etc…should be excluded 2. A jury panel composed by more than 200 experts from 50 countries, will evaluate the characteristics of the samples that will submit to an examination.
