February 2011 ITDS/Document Imaging System  Capability to accept electronically imaged forms currently submitted on paper, eliminating need for filers to transmit paper import documentation to CBP  Submitted documents are: Electronically processed Securely stored by CBP Made available for review by CBP and PGAs  Future DIS - Facilitate single automated gateway to accept requested supporting documents from Trade to CBP and PGAs 3

February 2011 Document Imaging System Status  DIS Pilot Phase 1 - Deployed to production 10/16/10  Monthly releases to support functionality enhancements, Trade and PGA expansion, and production fixes  Image submissions from the Trade, post 10/16/10, are processed in parallel with current paper processing until all business rules and validations are programmed and deployed for each document type  Trade Participation Three active Trade participants currently testing Trade participants should contact local Client Representative Branch for on-boarding procedures 5

February 2011 Document Imaging System Meta-Data  Meta-data - Data submitted by the trade used to support a transmitted document  Meta-data elements used to: Search for specific documents within DIS Further describe a transmitted document Provide specific transactional references for that document (Entry Summary, Bill, etc)  Meta-data elements can be:  Common throughout all documents (i.e., Document ID, Sender ID, Message Number, Date/Time) OR  Unique to a specific type of document (Invoice number, invoice line number, surety code, agent ID) 8

February 2011 Document Imaging System Associated Transactions  The Associated Transactions list all transactions that the Trade has specified are associated with the image document  Currently, these transactions include Entry Summary Number, Bill Number, and ISF Transaction Number  The Associated Transactions will be transmitted with the following data: Transaction Type Transaction ID Filer SCAC Date 15

12. February 2011 Document Imaging System Document Review  The Document Review section includes information related to reviews of the document by CBP and/or PGA users. This section provides: The agency that performed the review (including CBP) Date of the document review User who conducted the document review Any comments the reviewer wants to provide pertaining to the review The status of the document, which may be any of the following: ReceivedThe document has passed all system validations and been received by DIS Pending ReviewA user has taken an action to review a document. This status indicates that the review is still ongoing AcceptedThe document review has been completed and the document satisfies the particular agency’s need RejectedThe document review has been completed and the document does not satisfy the particular agency’s need 17

February 2011 ITDS Standard Data Set  Adds additional data elements required by other agencies to the major import reporting messages (aka “Standard Data Set (SDS)”)  CBP would then be able to provide this data to other agencies via a data interface with each agency  Working to establish a project timeline in coordination with the trade 13

February 2011 ITDS PGA Interfaces  CBP is formulating PGA requirements for a web service to deliver existing entry data from the legacy system (ACS)  Active engagement with five PGAs underway: Environmental Protection Agency (EPA) Drug Enforcement Administration (DEA) Agricultural Marketing Service (AMS) U.S. Army Corps of Engineers Department of Transportation (DOT) 14

February 2011  Implementing new, robust requirements gathering process for building cargo release capabilities, utilizing: ITDS Concept of Operations PGA Message Set Business Case  Work is underway with PGAs and the trade community to revalidate the previously gathered requirements, map the requirements against the ITDS Concept of Operations (CONOPs) and identify any gaps that need to be addressed 15 ACE Cargo Release

16. February 2011 CBP holding summit meetings with each of the stakeholders to verify and validate the functionality Follow-up meeting with all stakeholders together to ensure harmonized approach to the process from all vantage points: PGAs, trade, and internal CBP users  Once requirements are revalidated, design and acquisition phase will begin 16 ACE Cargo Release

February 2011  Post Summary Corrections (PCS)  Benefit: Allows electronic corrections to ACE entry summary types 01 and 03 and the ability for mass updates to entry summaries  Spring 2011  ISF Reports in ACE  To replace pushed reports from Office of Field Operations  Spring 2011  e-Manifest: Rail and Sea  Consolidated view of rail and sea shipment manifest and entry data at the bill of lading or container level  Benefits: Shared reports, Rail entry bank, BOL information in new reports 17 Additional ACE Efforts in Progress

February 2011 ACE Back on Track  Fundamental organizational and governance changes to improve success for future ACE development  Changes to provide better oversight for the program, ensure more rigor in development of future ACE requirements Development of ACE Business Office (ABO) to focus on business needs Separation of the business and technical requirements development from the design and build phases Enhanced business requirements definition process to define function baseline needed Greater internal controls for effective contractor oversight 18

Modular focused development, treating each piece of distinct functionality as a separate project for contract purposes More frequent delivery of smaller segments within the identified modular functionality area  Moving forward with plans to develop new functionality in smaller projects Specific business cases and funding requests related to functional areas  Continuous integration approach and new acquisition strategy Reduce program risk Provide greater flexibility for project priority shifts as the size of each project will be smaller and more manageable 19
