1 Planning for CCL/LBB Train-the- Trainer Program for APMAS/IFAD Cambodia Scoping Mission

2 Background CCL will conduct a Leadership Beyond Boundaries train-the-trainer program sponsored by APMAS/IFAD on September 17-26, 2012 in Phnom Penh for 16 local-based service providers (training institutions and individual trainers/facilitators) from Cambodia, India, Indonesia, Laos and Vietnam. Leadership and management are two distinctly different yet complementary skills. Both are necessary for today's changing and complex project environment. While project management skills ensure that processes — such as planning, scheduling, estimating, budgeting, monitoring and staffing — are working effectively, leadership skills provide the driving force that creates project success. This is especially relevant for complex projects such as United Nations International Fund for Agricultural Development (IFAD)-supported projects which work with various and multi-level stakeholder with different interests and backgrounds. These projects are highly-valued due to the public-type source of funding and the rural poor target beneficiaries that are served through these projects. Successful implementation of these projects will have significant implications to the target communities. Therefore, good project leadership and management are very essential for IFAD-supported projects.

4 Key Objectives 1.The Leadership Beyond Boundaries Train-the-Trainer program will build capacity for a range of audiences working to advance agriculture in SE Asia: program designers, trainers, project managers, and farmers. 2.The Train-the-Trainer program will prepare 16-20 trainers and program designers to build the leadership capacity of hundreds of project managers who serve tens of thousands of farmers. The program will build these project managers’ self awareness and confidence, their ability to collaborate across functions, and work more effectively with stakeholders. 3.The Train-the-Trainer program will include as many as 5 embedded Leadership Essentials programs that will enable training to be extended to as many as 100 constituents. 4.The Train-the-Trainer program will also be a pilot/launch pad for the development of a customized follow-up program under PADEE that would cascade out at scale to farmers.
