From our President Cliff Guffey on down all National Officers are elected by ballot sent to every member’s home. Our Local Officers are elected democratically as well.

Our Local’s have General Membership Meetings where you have a voice and a vote in how your Union is run and how you want issues to be addressed with the employer. The APWU nationally has more than 1,000 State and Local Unions in every state and territory in the USA.

The National Union is responsible for negotiating and enforcing our national Collective Bargaining Agreement. The CBA contains the overall body of your rights and benefits including your wages, benefits and working conditions. The Postal Support Employee (PSE) position description was created as a result of our most recent CBA. The CBA covers the timeframe from Nov 21, 2010 through May 15, 2015.

Local Unions also negotiate a local contract covering items such as vacation scheduling, leave usage, light duty assignments, parking, wash up time, etc. that are local in scope at the individual offices that you will be working at. Both the nationally and locally negotiated contracts will be provided to you as members of the APWU so that you can be aware of your rights and benefits and ensure that you are getting everything you are entitled to as an APWU represented employee of the USPS.

Currently on Capitol Hill the APWU is involved in several legislative actions to ensure the USPS survival while some very unfriendly Congressional Representatives look to privatize our industry and reduce or eliminate our negotiated pay and benefits.

As a Postal Support Employee you have the following rights that were negotiated for you by the APWU at the National Level

7 % increase over life of contract

Two hour work or pay when scheduled to report for work

PSE’s now compensated for type of work actually performed

Time and one-half of straight time rate in excess of 40 hours

1 hr for every 20 hrs of work up to 4 hrs accrual per pay period

Preferred choice will be in accordance with the rules of the local MOU

Employees receive a lump sum payment for any earned leave during their break in service.

Pecking order in accordance with the local MOU

After your first 360 day term you can sign up for health benefits. The Postal Service will make a contribution in the amount of 75% of the total premium for any PSE who selects the APWU Consumer Driven Health Plan

If the USPS fires you they must prove that they had Just Cause. The APWU can challenge any discharge that is not for Just Cause

When separated due to lack of work, re-appointment will be by PSE seniority not favoritism

You have a right to raise a dispute if your rights have been violated.

Union dues for PSEs are only $12.00 a Pay Period unless otherwise determined locally. Career employee dues are higher.
