3 General History of Parliamentary Procedure Parliamentary Procedure arose from the early days of English Parliamentary Law. Formalized by an individual named General Henry M. Roberts a 19 th century US Army engineer.

4 Basic Principles of Parliamentary Procedure The right of the majority to rule The right of the minority to be heard The equal right of each individual to be heard and represented

5 Meaning of Simple Majority This means 51% or more – the rule of simple majority Since the primary objective is to determine the will of the majority and execute its will, a simple majority must be used.

6 Equal Rights & Guarantees of Parliamentary Procedure Business is transacted in the most efficient and democratic manner. All members have equal rights, privileges, and obligations

7 Equal Rights & Guarantees Guarantees rights of majority to decide The rights of the minority are respected by Parliamentary Procedure. The right to be heard and oppose are the rights of the minority. Simplest and most direct route to accomplish the will of the majority should by employed. Each member has an equal right to propose a motion, debate, ask for information and vote.

11 Parliamentary Procedure Developing Meeting Skills Obtaining the Floor (Stand, address the Chair, receive recognition) Introducing Business (Making a Motion) Stand, “I move that…”, statement must receive a 2 nd, sets motion before debate, prepare for vote

12 Rules of Debate Every member has a right to speak on every debatable motion All discussion pertains to the question at hand While debate is in progress, amendments can be introduced Debate cannot last longer than 10 minutes unless assembly votes otherwise

13 Amendments After the chair has restated a motion, the only way to change the motion would be by an amendment. Amendments are made by adding, deleting, or changing. Only two amendments may be pending on a main motion at any time (primary or secondary – or First or Second Degree)

14 Voting A majority decides, unless special rules apply Voice vote, unless otherwise provided for If the presiding officer is a member of the assembly, he or she can vote as any other member does when the vote is by ballot. Any member may request a division of the assembly if there is uncertainty as to the true result of the vote

16 Goal Setting We have discussed in previous lectures that to be a healthcare professional, you need to set goals for yourself. Examples – finish college with a degree, taking a license exam after college, obtaining certification in your field, saving money for a house, etc…. Setting goals for yourself will help you obtain the job you want as well as meet your personal goals.

17 Class Goals Take a look at the grade trend for your class period. See where you were as a class at the first IPR, first report card, second IPR, and the second report card. Is your class average going up? Or going down? Staying the same? What are some possible reasons for the difference?

18 Class Goals Is the second report card the best your class can do? What can you do to improve by a few percentage points? Looking at your class trend, brainstorm a class goal for the third IPR. The goal should be realistic. Something challenging but also attainable. So….. What is your class goal???

19 Personal Goals Now, please complete the handout for your personal goals. Remember to set a slightly higher goal than you are already meeting. You want to be challenged but not defeated in trying to get there. gradeGive your goals meaningful consideration. We will take this sheet for a grade today. You will be graded on being realistic, honest consideration, challenging goal, etc…

20 Group Activity Students will be divided into groups of 6 and must conduct an effective meeting given an assigned theme. Each group must have a chair, motion maker, one who seconds the motion, amendment maker and should incorporate some discussion into their meeting. You will need to write minutes of your meeting!
