Non-Traditional Students Definition: A student who does not physically attend the school at which the student is allowed to participate in interscholastic athletics at that school. Exception; early admissions and dual enrollment students who attend a college or university for their course work are traditional students.

Register Intent State law requires that nearly all non-traditional student register their intent to participate for a school prior to the beginning of the sport season (FHSAA defines this as the first day of practice, except for fall sports, which is the Monday of the first week of regular season competition). This can be done by the submittal of at least one of the following: EL2 Form EL3 Form GA4 Form EL7/EL7V EL12/EL12V

Problems Encountered with Non-Traditional Students Student not registering intent by the established deadline School not reporting the student’s participation in a timely fashion (FHSAA ask that you do this no later than 10 school days after the student’s deadline) Confusion over FLVS – there are three types of FLVS Home Education using FLVS part of the time or all of the time FLVS through the school district’s FLVS Franchise Enrolled in the FLVS Full Time Public Program Home Education through an Umbrella (i.e. private) School

New for 2016-17 Due to HB 7029, students attending small, non-FHSAA member schools will now be eligible to participate at the public school the student is zoned to attend in any sport the private school does not offer. The original language of the private school not offering any interscholastic or intramural sports has been removed. Note, the portion of the law related to not having more than 125 students and not being a member of the FHSAA are still in the law.

International Students Definition: An international student is a student who was not born in the U.S., has not been granted U.S. citizenship and is not a U.S. permanent resident (i.e. has a “green card”). In most cases, these students been granted temporary rights to stay in the U.S. for a specific purpose, alone or with family members.

Types of International Students Youth Exchange Students – will have a valid F-1 or J-1 Visa, along with the appropriate U.S. government certificate of eligibility (i.e. I-20 or DS 2019 form, respectively) Other International Students – will be here with their parents, will have the dependent form of their parent’s temporary work visa and will have or can obtain an “Arrival/Departure Form” (I-94 Form) Immigrant Students – will have appropriate USCIS documents (I-797 Form) to show the student has received immigrant or refugee status or has been granted asylum B1/B2 Visa – this is a special visa given to individuals for the purpose of doing business or for tourism in the U.S. for short periods of time. The conditions of this visa strictly state the individuals are not allowed to study while in the U.S.

Besides the U.S. government documents (i.e. I-20, DS-2019, I-94 or I-797 form) the student needs the exact same thing as any student who wishes to participate in athletics at an FHSAA school: Proof of age (i.e. birth certificate, visa, passport, “green card”, etc.) Transcripts from all previous schools attended since entering the 8 th grade

The school must register these students by submitting a completed EL4 Form through C2CSchools which must have attached, preferably as a single PDF file, the following: Proof of age (i.e. birth certificate, visa, passport, “green card”, etc.) Transcripts from all previous schools attended since entering the 8 th grade A association created document that translates the student’s transcripts and calculates a cumulative, unweighted GPA (Int’l Transcript-GPA Calculator form; 9 th grade forward only)

Registration of International Students Which students do not need to register? All F-1 and J-1 students must register each year (for returning, previously approved students, the EL4 Form is only partially completed). For all other international and immigrant students, no registration is required provide both conditions below have been met: The student must have “started” and “completed” the 8 th grade in a U.S. school; and The student must have been residing in the U.S. with his/her parents (or legal guardian) for the previous two, full school years

New for 2016-17 In addition to the provision that a host family that wishes to host more than one youth exchange student per school each year, of the same gender and sport, having to seek approval of the Executive Director, the following two conditions have also been added: A host family that wishes to house more than four (4) youth exchange students in the same home, must have approval of the Executive Director. Unless otherwise approved by the Executive Director, each youth exchange student must be roomed in a self-contained bedroom, with no more than one other occupant.
