Long-term Unemployed People by gender in EU member States Year 2010 (percentages on total unemployed people) After the decrease of years 2008-2009, due to massive expulsion of handwork which fed the element of short-term, the consistency of disadvantaged conditions got unemployment long-term phenomenon back, the rate passed from 44,4 % in 2009 to 48,5. The indicator is again on similar level of 2006. The delicate increase of this phenomenon regards either the women unemployment (from 47% to 49.9%) either the man one, which grew up for 5% points as in 2012 47.2%. This trend defines a fundamental equilibration of indicators by gender.

For the Italian law, D.lgs.n.297/2002, the unemployed person is the one with no job and immediately available for a new job, after losing the job position or ending the free lance job, if is searching for a new job from 12 months or 6 months in case of young people. Workers categories more sensitive in the sense of prolonged workers as absence from the work market are: Young people searching for a new work, in particular those who have no finished study career or with low-level qualification (going worse in Italy the NEET phenomenon), this unemployment raises 35,3% in last trimester Women: economic crisis actually lets them to increase their participation to work more than the man one. All the workers, out from the labor market because of several company crisis which stroke the productive system, especially over 45 Who are long-term unemployed people for Italian law

5 The reform of labor market lets the progressive shift from a welfare system to workfare one. Workfare: a term deriving from the fusion of work and welfare. He aims it proposes try to modify the personal characteristics of people they are dedicated to in order to improve the adaptability to the labor market. It means to make the working condition more attractive then the dependence by subsidies. So then they are foreseen actions to create right conditions and offer to each unemployed person, one opportunity for education or re-qualification iter to be fostered to the work system, and in the same time, actions and tools to match request and offer and stimulate employment by companies for those specific workers category. To have the status of unemployed people (art.3 D.lgs.297/2002) the person should reach the front-desk of Employment Provincial Centers, the declaration will be about:art.3 D.lgs.297/2002 The previous work activity; The immediate availability to work Who is an unemployed people for Italian law ?

Service Pact The unemployed person who reaches the services to declare his status, is invited to subscribe a Service contract. To the person it is requested to participate to measures and interventions actively contributing to improve his employability in order to gain the access to measure for support to income. This contract must be renewed every 6 months.

In Italy the Centers for Employment and local work agencies are dedicated to Service Contract Active labor market policies the Italian Centers for Employment offer services managed by specialized personnel and often are in partnership with other operators, public and private, which obtain predisposition of complementary measures.

In particular, inside the Service Pact which is stipulated with long term unemployed people, can be listed following interventions: Welcoming interviews for the person who will be addressed toward customized routes on the basis of personal characteristics, following what mentioned in Service Pact blinding the client to the operators of the center. Drafting of a customized programme defined on personal need of the unemployed person; Interview with the person in charge; Assistance in research of employment; Possibility of education; counseling, orienteering and consultancy for the start of a new autonomous activity and for the use of law on self-employment; Facilitation to match of request and job-offer; Management of programmes for income support. To employers which hire with full permanent contract employees which were unemployed by 24 months (as minimum) or suspended by the job and beneficiaries of extraordinary release of salary integration (C.I.G.S.), for the same period it is accepted the special contribution (art. 8, comma 9, Legge del 29.12.1990, n. 407). Employment could be activated by employers of any sector, the only condition is that there were not made substitutions of employers in the same company because of dismissal or suspension Economic contributions activated for permanent contract are: For employers in general, it is applied for 36 months a reduction of 50% of taxes, but the whole part in charge of the worker; For companies in South of Italy and handcrafts, the pension and assistance taxes in charge of the employer are not compulsory for 36 months, but the total sum in charge of the worker. Many activities in the field of education, courses promoted and planned in direct way by Regions or Provinces. Decentralization of employment services = creation of a superior expendable on the local job market At the same way there are planned and realized ad hoc traineeship for foreign workers or unemployed in order to improve competences in particular the language. Registered to Provincial Employment Center In years 2008 – 2011 Employment Centers replied to growing requests coming from unemployed and people receiving redundancy payment that is percentage difference of 67% of subscriptions and 50% of orienteering interviews. Up to 31st June 2012 registered to lists of unemployment are 27.825; 58% of registered people are women; 24% foreigners. Half of them are long term unemployed category. Services offered to long term unemployed people: Reception and care Self–counseling (information material, internet point) Vocational guidance Job matching Training periods Training courses Administrative and management services Orienteering interview to define individual programmes in order to increase work possibilities, need to re-qualification linked to CV and first hospitality in Employment Centers, grew up in last years: in 2008 they were 19.948; at the end of year 2011 30.572 completed interviews. The Province of Reggio Emilia offers several ordinary activities by Employment Centers, accompanied by supporting measures, such as: Activation of support and incentives for the youth entrepreneurship through he economic and training support for he development of new economic activity; Activation of woman micro credit Fund with loans till 25 thousand euro to women who want to start a new activity by using Con-fidus. At the same time, the Province is available to accompany and support the entrepreneurs during the starting of activity; the traineeship for formation and orienteering for workers damaged by the crisis to be held in local organizations or private companies for free, with a monthly forfeit reimbursement to trainees. It lets the unemployed to save or increase competences and develop experience with a small budget; Allow a financial reduction to enterprises of territory in order to employ or stabilize young people already employed in 2012 (Emilia-Romagna Regional Funds, decision of Regional council n. 510 of 23/04/2012) Innovative measures

Special project - carried out in collaboration with the professional training organizations of the territory - aiming at upgrade and retrain people with disabilities on the profiles required by most companies in compulsory recruitment Planned actions: Voucher individual - small group training - Internships - Thematic workshops Professional training for people with disabilities

On line services – social network profile The Employment Centres of the Province of Reggio Emilia have just started the activation of a Facebook profile to support the dissemination of all the information about job vacancies and to present the services offered to all citizens The project goal is making more visible all services to the social networks using users. The project is under construction

It has been activated an intense activity for support and creation of integration processes with several institutions regarding unemployment issue, either in management of exit situation in the company and in planning of training activities: Consultancy and mediation activities in agreement between employers and syndicates in order to envoy the access to absorbers specific for that condition; Creation of “comparison table” with professional training organizations in order to optimize the return to training route for the users of social absorbers. The CITIZEN DESK would support citizens with economic difficulties, mainly unemployed for long time, through the assistance by professionals, experts in administration procedures, tax system and legal issue. The free consultancy concerns two service categories: analysis of tax collection situation –and assistance for request of division in installments or delivering at Equitalia Reggio Emilia- or analysis and valuation of familiar debt conditions, with study and planning of solving debts.
