FEFAC THE EUROPEAN FEED MANUFACTURERS CODE (EFMC) Bob Armstrong, Deputy President FEFAC

10 June 2004 2 Agenda Background Development of the European Feed Manufacturers Code (EFMC) FEFAC and the International Feed Safety Alliance (IFSA) The next stages Summary and Conclusion

10 June 2004 3 Background Feed and Food Crises Development of Feed Assurance Schemes Harmonisation of EU Feed and Food legislation

10 June 2004 4 Background: The concept of the Feed/Food Chain Con- sumers Re- tailers Pro- cessors Farmers FEFAC EFMC Supplier schemes FEFAC’s vision

10 June 2004 5 Development of the European Feed Manufacturers Code (EFMC) 1998 – FEFAC Guidelines 2001 – Addition of risk analysis based on HACCP principles 2002 – Independent Benchmarking exercise 2003 – Introduction of FEFAC General checklist 2004 – Development of the draft European Feed Manufacturers Code (EFMC)

10 June 2004 6 The Draft EFMC shall… Facilitate mutual recognition of national Codes of practice Ensure that coexistence of nationally developed Quality Assurance Systems does not lead to unjustified EU trade barriers Provide practical information for benchmarking of national Codes of Practice Only cover safety related issues Meet the demands of EU Feed and Food legislation harmonisation (Jan. 2006) Recognise the European Commission encouragement of Industry sector codes

10 June 2004 7 The Draft EFMC – Scope Helps ensure safety of food through adherence to good Manufacturing practice during purchase, handling, storage, processing and distribution of feed for food producing animals Covers all stages for manufacturing of premixtures, compound feedingstuffs and medicated feed from intake of feed ingredients to distribution of final products

10 June 2004 8 The Draft EFMC – Feed Safety Management System General requirements Feed Safety Management system Traceability, record keeping and product recall Product traceability records, Documentation requirements, Feed additives/materials sourcing, End product specifications, Record keeping, Control plan, Internal audits, Non conforming products, Complaints procedure in relation to safety, Recall Feed Safety control laboratory Inspection, sampling and testing: physical inspection, chemical and microbiological analysis

10 June 2004 9 The Role of the EFMC in the Food Chain THE ‘CRITICAL INTERFACE’ FEFAC - EFMC Suppliers Downstream partners Farmers Supplier Schemes ‘CRITICAL INTERFACE’ Supplier schemes FEFAC EFMC Farmers Pro- cessors Re- tailers Con- sumers

10 June 2004 10 The Role of the EFMC in the Food Chain 1.The EFMC is only concerned with ‘horizontal’ = safety issues 2.Other Food Chain partners will also have their own codes 3.For total food chain security / synchronicity, all the codes must ‘intermesh’ 4.FEFAC is only concerned with specifying and controlling the “CRITICAL INTERFACE” – it will not be a supplier scheme owner 5.The supply scheme owners are responsible for meeting the needs of FEFAC’s EFMC “Critical Interface” 6.Purpose of “Critical Interface” → Mutual recognition between national schemes FEFAC - EFMC Supplier Schemes ‘Critical Interface’ Farmers Downstream partners Suppliers

10 June 2004 11 The Importance of the ‘International Feed Ingredient Standard’ - IFIS Con- sumers Re- tailers Pro- cessors Farmers FEFAC EFMC IFSA - IFIS - IFIP

10 June 2004 12 The International Feed Safety Alliance (IFSA): AIC – OVOCOM – PDV – QS – FEFAC IFSA Composition STANDARD GROUP CERTIFICATION GROUP Technical Sector notes Strategic policy BOARD (CO-ORDINATION GROUP) COMMERCIAL GROUP Financial STAKEHOLDERS CIAA, COCERAL COPA/COGECA GAFTA, FEDIOL FEFANA…

10 June 2004 13 The International Feed Safety Alliance (IFSA) Objectives IFSA → to create the International Feed Ingredient Programme (IFIP) IFIP → includes the International Feed Ingredient Standard (IFIS) IFIS → to develop a common standard for the safety of feed ingredients and a certification programme to EN 45011 Role of IFIS ‘The Critical Interface’ with the EFMC IFIS is an integral but discrete part of the EFMC

10 June 2004 14 European Feed Manufacturers Code Timetable March/April 2004 Review of draft EFMC by Benchmark expert team 21 April 2004Discussion at FEFAC Scientific & Legal Affairs and Premix & Mineral Feed Committee June 2004Second draft proposal put forward to FEFAC Council for discussion and agreement Summer 2004 Technical review of final draft October 2004Official adoption of EFMC by FEFAC Council

10 June 2004 15 Summary and conclusions EFMC → a major step forward IFIS → a key part of the EFMC Collaboration with major Feed/Food Chain Partners Mutual Confidence and Commitment = Consumer Confidence ……...and in the most cost effective manner

10 June 2004 16 OUR CUSTOMER’S SAFETY IS OUR FUTURE!
