3 January 9, 2006 Minnesota Department of Agriculture 3 New Meth Law Impact  Took effect 7/1/2005  Restricts access to psuedoephedrine products which are used to manufacture meth  3 rd quarter 2005 (July, Aug, Sept) vs. 3 rd quarter 2004  78% decrease in meth labs seized  75% decrease in arrests for manufacturing meth  66% reduction in amount of meth seized Source: Gov.
