The CAREN project is funded by the EC by 5M€, and the participating NREN-s by 1.25M€. Operational since July 2010, CAREN currently interconnects scientists and students in Kyrgyzstan, Kazakhstan, Tajikistan and Turkmenistan. Uzbekistan is still candidate country. The network links over half a million users in more than 500 universities and research institutes.

There is a constant backlog of education is not only the from world's needs but also from the needs of the society of the country. Therefore considered possible solutions and innovative education reform. At the level of secondary school is planned to carry out a range of measures: it is planned to review the content of school education, to introduce substantive standards for the next generation, to provide textbooks, as well as to create conditions for the development of information technology in schools. The program for the development of a smart school priject was initiated by the European Union project "Support to the education sector of the Kyrgyz Republic." November 9, 2012 was declared the conditions of competition on the implementation of the pilot project, and December 5, 2012 selected implementing agency (KRENA / National Information Technology Center / CAREN NOC) for the direct implementation of the project.

Teaching and learning process were included the process of curriculum, pedagogy, assessment and teaching-learning materials in a mutually reinforcing, coherent manner. Smart School pedagogy will seek to make learning more interesting, motivating, stimulating and meaningful. It is also involve the children mind, spirit and bodies in the learning process.
