What is MMWD? Making Migration Work for Development Policy tools for strategic planning in South East Europe‘s regions and cities is a strategic project of the EU‘s SEE Transnational Cooperation Programme

Objectives of the MMWD Project To improve the knowledge base for population projections; To develop territorial scenarios for demographic change till 2020; To strengthen the administration capacities for strategic planning by taking migration into account; To promote the transnational cooperation for effective regulation of migration flows; To disseminate the outputs of the scenarios developed in the MMWD project.

Outputs‘ Overview Identification of data gaps in the knowledge about population change; Development of methodologies for population projections and policy scenarios; Preparation of population projections and policy scenarios at national, regional and municipality level; Carrying out of capacity-building courses for dissemination of the acquired knowledge; Establishment of a Platform for dialogue and cooperation in migration management.

Identification of data gaps Indicators put under scrutiny: √population, √fertility, √mortality, √migration, √labour, √households, √education and training, √income and living conditions, √social and cultural indicators; The availability of data was checked in three statistical regions: NUTS-1, NUTS-2 and NUTS-3; Results of the test for availability of data: √Data concerning immigration and emigration are questionable in many cases; √Time series of data are not homogenious.

Methodology for population projections Check of basic data availability: Age/sex/total population time series; Age/sex/foreign population time series. Territorial breakdown of available data; Projection extension; Projections frequency; „Closed population“ scenario (zero net migration); Scenario assuming constant migration; Scenario considering the average migration trends; Extended projections including √household √education indicators.

Methodology for policy scenarios concerning migration management Thematic focus on: √Labour market; √Human capital; √Welfare/ social needs. Tools: √Econometric models; √Cohort component projections; √Delphi panels with experts.

Policies in conditions of continuing immigration: Region Friuli-Venezia Giulia Fostering SMEs, particularly these managed by foreigners; Active measures for involvement of the young NEETs with migration background in education and vocational training; On-the-job vocational training for employed labour force with migration background; Facilitation of the work permits for migrants in order to avoid or diminish illegal work.
