Why are We Here? The No Child Left Behind Act (NCLB) of 2001 requires each school receiving Title I funds, to hold an Annual Meeting for parents to… Inform parents of the school’s participation in Title I Explain the legal requirements of Title I Explain parents’ right to be involved

What is Title I? Title I, Part A of the Elementary & Secondary Education Act: Provides financial assistance to schools with high numbers/ percentages of enrolled students from low-income families; Helps all children meet challenging state academic standards.

How does Title I Work? U.S. Department of Education provides funding to states each year for Title I. Funds are distributed based on a school’s number or percentage of children from low-income families (based on those who qualify for the Free/Reduced lunch program).

Who Receives Title I Services? Arlington ISD operates School-wide Title I programs, rather than Targeted. Targeted Program – school must focus Title I services for children who are at risk of facing academic challenges, to meet State academic standards. School-wide Program – schools enrolling at least 40% of children from low-income families are eligible to use funds for school-wide programs designed to upgrade their entire educational programs to improve achievement for all students, particularly the lowest-achieving students.

Title I in Arlington ISD School Year 2015-16 Of 75 campuses in AISD, 46 receive Title I funds Over 30,000 students are impacted Free/Reduced lunch rates at each campus varies between 58%-96%

In a School-wide Program, the district may use Title I Funds to: Upgrade the entire educational program of a school. Supplement the amount of local funds available to all other AISD schools. Title I Funds may not be used to replace or supplant funds and programs the district provides to all schools.

Supplemental funds can be used to … Provide assistance to students experiencing academic difficulties Purchase supplemental staff, programs, materials, or supplies Conduct parent engagement meetings, trainings and events Hire Highly Qualified Teachers

Title I Funds are used to: Identify students experiencing academic difficulties and provide timely assistance to help students meet content standards Purchase supplemental staff, programs, materials, or supplies Conduct Parent Engagement meetings, trainings and activities Recruit, Hire and Retain Highly Qualified teachers

At (James and Barbara Adams Elementary ): List activities, events, programs on your campus that are paid for with Title I funds. For example: Tutoring for struggling students Additional science teachers Training/Professional Development for teachers You will need to speak with your principal regarding campus specific programs

Title I Academic Information Nights All Title I campuses are required to provide information to parents on: Curriculum Academic Standards Proficiency levels required of Students State Academic Standards State Assessments (STAAR, EOC) Strategies to support learning at home

What is Parent Involvement? NCLB Definition The term Parent Involvement means the participation of parents in regular, two-way and meaningful communication involving student academic learning and other school activities.”

District Title I Parent Involvement Policy A school district that receives Title I funds must develop a written parental involvement policy. This policy must be developed jointly with and agreed upon by parents. The policy must describe how the district will: Involve parents in the Plan Provide coordination & technical assistance to schools for parent involvement Build parent & school capacity Annually evaluate the policy Involve parents in Title I school activities

Arlington ISD District Parental Involvement Policy The current district policy is currently under review. Parent input is needed to revise the current policy. If you are interested in serving on a district committee to revise the AISD Parental Involvement Policy, please contact the Campus Family Engagement Liaison.

Campus Parent Involvement Policy In addition to the District Parent Involvement Policy; each Title I school must develop, jointly with parents of children receiving Title I services, a written school parent involvement policy that describes how the school will carry out the parental involvement requirements in No Child Left Behind, Section 1118.

Campus Parent Involvement Policy The Campus Policy must: Be developed jointly with and approved by parents Be distributed to parents in a language they understand Describe how a school will meet parent involvement requirements Be updated “periodically” Parent Input is needed to develop the Campus Parent Involvement Policy. Home-School Compact What is the Home-School Compact? A written agreement between parents and teachers Outlines what families and schools can do to help children reach high academic standards Must be developed jointly with parents and teachers

Home-School Compact All parents at a Title I school, must be given the opportunity to contribute to the development of Home-School Compact Parent input is vital to developing a compact that is reflective of the school and community being served Compacts will be developed at each Title I campus and distributed to all parents Parent Input is needed to develop the Home-School Compact. If you are interested in participating in this process, please contact the Campus Family Engagement Liaison.

Parent Notification/Rights Required by NCLB, Teacher Qualifications Parents: Must receive timely notice if their child has been assigned, or has been taught for four or more consecutive weeks, by a teacher who is not highly qualified. May request information about qualifications of teachers and paraprofessionals who provide educational assistance to their children.
