4 Federal Design and Construction Market The Federal government operates in over 3 billion square feet in about 500,000 buildings At least 80% of the Federal complex in 10 years will consist of buildings in the current building portfolio Great opportunity for lifecycle cost- effective energy savings exists for new construction AND existing buildings Sustainability efforts taken today save 20- 70% of the energy use in new and existing buildings

5 New Construction Policy Drivers OMB A-11 (2002) Incorporates sustainable design as standard practice (life-cycle cost analysis, energy/water efficiency, indoor environmental quality) throughout the Federal sector EPACT 2005, Section 109 DOE to issue new federal building standards requiring … –Where lifecycle cost-effective, buildings shall be designed to achieve energy consumption levels at least 30% below ASHRAE 90.1-2004 –Cost effective sustainable design principles shall be applied to the siting, design, and construction of all new and replacement buildings –In annual budget requests and reports to FEMP, each agency shall list all new buildings and identify which ones meet the standards

9 FEMP Sustainable Building Program Program Goal Lead Federal agencies efforts to institutionalize sustainability into policies, procedures, and practices for new construction and existing buildings Program Strategies Partner with other DOE offices, Federal agencies, non-profits, and private industry to leverage limited resources Reduce Federal agency duplication of effort; streamline and standardize requirements, processes, and implementation tools Influence design and construction community at planning stages, targeting each of the 5 Guiding Principles, and verify that design intentions translate into high performance buildings Maximize potential of existing buildings, largely through the O&M/sustainable commissioning http://www1.eere.energy.gov/femp/sustainable/

11 Interagency Sustainability Working Group (ISWG) “Being able to connect with others across the federal sector … improves the quality of our work. The networking has resulted in new projects and new ideas on how to improve the performance of green buildings.”

15 Zion Visitor Center is an example where FEMP and Building Technologies working with DOI-NPS reduced energy consumption by 70% with integrated design principles FEMP Tech Assistance Example: Integrated Design at Zion 1.Set specific sustainability criteria in RFPs 2.Use design charrettes 3.Define clear and quantifiable energy goals Compare energy use to a reference standard (such as 30% below ASHRAE 90.1-2004) 4.Verify goals throughout the process Using computer simulation tools, review and confirm at each stage of design stage – 50%, 90%, FINAL 5.Commission the building Compare actual performance to estimated performance, after one year of operation

21 Conclusion Sustainability has arrived, and we’re moving fast with modest resources EO 13423 and the Sustainable MOU –Sustainable Building as an umbrella for all of the goals FEMP has taken a leadership role in sustainability –ISWG is thriving, going from 20 members to ~300 –Technical guidance and outreach –DOE Leadership Tools and Resources –Whole Building Design Guide –FEMP Technical Assistance –Publications –High Performance Building Databases NREL Science and Technology Facility – LEED ® Platinum
