City- States Polis is the term used for Greek city-states. the acropolis was a fortified hill top in the city isolation from one another (mountains), and lack of unity caused the Greek city-states to develop very differently from each other. Greek city-states developed many different forms of government. Cleisthenes established democracy in Athens to avoid revolts by the people Sparta became a military oligarchy to avoid slave revolts
