National defense is the only mandatory function of the national government. National defense is exclusively the function of the national government.

Introduction The Department of Defense Terms of Reference Active Duty Components Reserve Components YRRP Wrap-Up National Defense Act of 1947 The Secretary of Defense exercised general direction, authority, and control over the three Military service departments. The Joint Chiefs of Staff was provided a statutory basis and designated the principal Military advisor to the Secretary of Defense and the President. Future wars would consist of the operations of Joint forces instead of the operation of separate forces.

Volunteer for Active Duty including routine, noncombat missions to avoid mobilization. Given the same training as Active-Duty personnel.
