© Innogistic Software Agenda Introducing Innogistic Work supporting IRMP’s Overview Systems and Methodologies Pitfalls and Challenges Futures Conclusions

© Innogistic Software Who we are Independently owned British software company Acquired Systems Options in 2004 Extensive experience working in the fire sector Developed Pathfinder and FSEC for CLG Over 60% of English FRS’s using our Fire Safety solution Over 25% of English FRS’s using our Mobile Solutions Further deployments of desktop and web based GIS systems, and bespoke modelling tools Formed: 1992 Staff: 60 Offices: Bristol, Fleet Expertise: GIS based business systems Core Markets: Emergency Services, Local & Central Government, Utilities

www.innogistic.co.uk What do we mean by IRMP?

© Innogistic Software What are the requirements of an IRMP? Paraphrase F&RS Act, 2004: A strategy which sets out how an FRA will: Reduce the number & severity of fires, RTC’s and other emergencies Reduce severity of injuries “ Reduce impact (commercial, economic, social) Safeguard heritage Provide value for money Fairly broad remit!

© Innogistic Software IRMP and Risk Specifically, an IRMP will set out how the FRS will: Assess local risk Deploy resources to tackle risk Reduce risk (improve public safety) Focus for the remainder of the presentation IRMP: Assess risk -> Deploy resources -> Reduce Risk

www.innogistic.co.uk Work Supporting IRMP’s

© Innogistic Software Systems supplied by Innogistic Three key areas: Overlap between all three Different roles for IRMP All can be used for assessing risk, targeting resources & reducing risk FSEC GIS Tools Fire Safet y IRMP: Assess risk -> Deploy resources -> Reduce Risk

www.innogistic.co.uk Geographic Information Systems

© Innogistic Software GIS Geographically dispersed resources responding to geographically dispersed risks Of course GIS has a key role in IRMP’s GIS is especially good at integrating otherwise unconnected data IRMP: Assess risk -> Deploy resources -> Reduce Risk GIS Operations Querying Reporting Routing Travel Time Analysis Hot Spot Analysis Advanced Modelling

© Innogistic Software Typical FRS GIS GIS Mapping & Road Network Gazetteer Data Resource Data Home Safety Checks Other data Hospitals, Schools etc AVLS Data Demographic Data “A lens on our business.” IT Director, Yorkshire Water IRMP: Assess risk -> Deploy resources -> Reduce Risk Incident data Historic and real time

© Innogistic Software GIS Analysis – Case Studies South Wales Fire Incident analysis By ward, time of day, etc FireSetters – Incidents around schools ‘Hot dropping’ Targeted mail-shots following incidents Mail merge from address point, with custom neighbourhood incident report Targeting CFS campaigns 80% of population reached in < 10 minutes For 20% over, identify high risk categories from demographic data, and target CFS activity Map high risk individuals from HFSC’s – e.g. disabilities Golden Hour for RTC’s Travel time (from FRS) + nominal 20 minute extrication time + travel time to nearest A&E Map areas outside golden hour IRMP: Assess risk -> Deploy resources -> Reduce Risk

© Innogistic Software GIS Analysis – Case Studies Tyne and Wear Fire HFSC data capture Workload modelling Analysis of utilisation of resources, to identify those most used Move resources, simulate response to incidents, and re-analyse Wiltshire Fire Data validation and cleansing Using geography to integrate data and cross validate it against one another IRMP: Assess risk -> Deploy resources -> Reduce Risk

© Innogistic Software GIS – summary Plenty of examples of how GIS can help Understand / assess risk Reduce risk Make better use of resources The key benefits arise from: Integrating disparate information sources Using standard GI techniques and methods IRMP: Assess risk -> Deploy resources -> Reduce Risk

www.innogistic.co.uk FSEC

© Innogistic Software FSEC Methodology developed by statisticians at CLG and independent risk consultant Software developed by Innogistic under contract to CLG Delivered to all FRS’s in England, Scotland and Wales IPR owned by CLG; Innogistic licensed to use it IRMP: Assess risk -> Deploy resources -> Reduce Risk

© Innogistic Software Isn’t FSEC another GIS? YES FSEC utilises GIS technology / data For example, for the generation of travel time matrices, or census output areas FSEC has a GIS based user interface.. and NO Fundamentally a statistical model Predicts losses (life and property) Designed for cost benefit analysis GIS used as a framework for providing inputs and understanding outputs IRMP: Assess risk -> Deploy resources -> Reduce Risk

© Innogistic Software FSEC Key Concepts FSEC Risks Dwellings (domestic) Other buildings Special Services (RTA’s etc) Major incidents Response Planning scenarios -Appliances -Specialist equipment -Response times Resources Stations (& locations) Appliances Specialist equipment Staffing (whole time / retained) Parameters Road network Vehicle speeds Costs (vehicles, staff) Fatality / response relationships Consequences Predicted losses Loss of life (£’s) Loss of property (£’s) Costs Cost of present resource allocation (£’s) Risk assessment -> Response planning -> Modelling and analysis IRMP: Assess risk -> Deploy resources -> Reduce Risk

© Innogistic Software FSEC Risks What if we reduce risk? Fire Safety (smoke alarms, sprinklers etc) Response What if we change response? Num vehicles Attendance time targets Resources What if we change resources? Change crewing Equipment location Purchase new appliance Parameters What if other factors change? A new road is built? Operational costs change? Vehicle speeds change? Consequences Predicted losses Loss of life (£’s) Loss of property (£’s) Costs Cost of present resource allocation (£’s) FSEC – ‘What if’ scenarios Risk assessment -> Response planning -> Modelling and analysis IRMP: Assess risk -> Deploy resources -> Reduce Risk

© Innogistic Software Cost benefit analysis Example 1 - Day crew to retained in low risk area Example 2 – Retained to day crew JUSTIFIED i.e. one additional fatality expected in 17 years, but saves £4.8 million NOT JUSTIFIED i.e. one additional life saved in 31 years, but at a cost of £6.8 million IRMP: Assess risk -> Deploy resources -> Reduce Risk

© Innogistic Software Benchmarks IRMP: Assess risk -> Deploy resources -> Reduce Risk

© Innogistic Software FSEC.. Case Study South Wales Fire Location of new station Analysed the cost benefits of different potential sites to inform decision making about the location of a new station Crewing of stations Assessed the impacts of making some day crew stations retained and others full time Risk neutral results, but cost savings – allowing money to be reallocated to CFS work Resources Analysis of best locations for specialist equipment, plus the optimum number, based on CBA IRMP – validation of proposals IRMP: Assess risk -> Deploy resources -> Reduce Risk

© Innogistic Software FSEC - summary Evidence based model – objective & statistically robust Consistent methodology between FRS’s Allows comparison of different options within a consistent framework Being actively developed Additional value – not just outputs from the cost benefit analysis IRMP: Assess risk -> Deploy resources -> Reduce Risk

www.innogistic.co.uk Fire Safety - CFRMIS

© Innogistic Software CFRMIS Operational tool for risk reduction: Protection – Technical Fire Safety Prevention – Community Fire Safety Combines a: Comprehensive premise database with Risk assessment / auditing tools (FSA & HFSC) with Job management / forecasting / reporting facilities Developed with Greater Manchester County FRS Now deployed to over 60% of English FRS’s IRMP: Assess risk -> Deploy resources -> Reduce Risk Community Fire Risk Management Information System

© Innogistic Software Targeting risk Design risk assessment strategies based on: Purpose group Previous risk assessments Risk profile of the local area FSEC results Targeting high risk buildings in high risk output areas (TFS) Targeting CFS activity Other risk data IRMP: Assess risk -> Deploy resources -> Reduce Risk

© Innogistic Software Forecasting workload IRMP: Assess risk -> Deploy resources -> Reduce Risk

© Innogistic Software CFRMIS Mobile Maximise efficiency of inspection Complete electronic solution FSA’s via Tablet PC HFSC’s via PDA Enable flexible working Risk assessment conducted when risk exists – e.g. nightclubs IRMP: Assess risk -> Deploy resources -> Reduce Risk

© Innogistic Software Requesting services via Fire Gateway Platinum integration with CFRMIS Services Home visit FireSetter advisor School visit Community event License applications Self assessment IRMP: Assess risk -> Deploy resources -> Reduce Risk

© Innogistic Software CFRMIS – summary A risk based operational tool Targets resources where they are most effective at reducing risk CFS and TFS Integrated to other IT systems at your FRS IRMP: Assess risk -> Deploy resources -> Reduce Risk

www.innogistic.co.uk Closing thoughts

© Innogistic Software Putting the “I” into IRMP Integrating systems Integrating data Integrated processes Integrated thinking FSEC GIS Tools Fire Safet y IRMP: Assess risk -> Deploy resources -> Reduce Risk I

© Innogistic Software Pitfalls / challenges Different FRS’s have different needs National systems need to be configurable / adaptable to accommodate this Requires FRS’s to work together with one voice This sometimes means compromises IRMP: Assess risk -> Deploy resources -> Reduce Risk

© Innogistic Software Futures Risk Management Toolkit Replacement to FSEC Integrated within FiReControl infrastructure Retail Enforcement Pilot Risk reduction is not just the domain of the fire service Data sharing on risk with other agencies IRMP: Assess risk -> Deploy resources -> Reduce Risk

© Innogistic Software Conclusions Many systems can make a valuable contribution to IRMP’s Innogistic - GIS, FSEC, CFRMIS Important to understand the benefits which each can bring An integrated approach is essential IRMP: Assess risk -> Deploy resources -> Reduce Risk
