Novel Applications of Food Irradiation Technology for Improving Socio-economic Development (RAS-5/046) GaryLuckman

Overall objective to focus on the application of technologies related to new uses of irradiation for sanitary and phytosanitary purposes, including technology transfer to participating RCA Member States.

Objectives To elaborate and expand the phytosanitary or quarantine treatment protocols of irradiation technology for up to five identified fruits of the region to encourage greater intraregional trade and consumption; To develop process parameters for sanitary application of radiation using electron beam irradiation of selected food items, and other irradiation applications of critical food items such as prepared foods for hospitals; To create awareness of these technologies with the appropriate quarantine and food control authorities in RCA Member States and to assist with technical input for those involved in drafting legislation for the application of the technologies.

New standards on irradiation as a sanitary or phytosanitary treatment China: two new ministry standards on irradiation processing and one on identification of irradiated food cleared in in 2007. The Philippines: drafted Phytosanitary Protocol for the Irradiation of Agricultural Crops. Korea: suggest the new standard including processed meat products and fishery products for SPS and for preventing food-borne diseases to Korea Food and Drug Administration in May this year. The approved standards for food irradiation in Sri Lanka have been amended and the draft of the amended regulations has been forwarded to the Ministry of Health.

Activities related to food irradiation? Such as workshop, training, or others KAERI, Korea has sponsored the 2 domestic and 1 international symposiums hold in Korea. The symposiums included the food irradiation session: Korean Association of Radiation Technology and Industry, June 2007 (Domestic); Korean Society of Animal Science and Technology, November 2007 (Domestic); Korean Society of Food Science and Nutrition, October 2007 (International). In the Philippines a completed advocacy program on Food irradiation were held in eleven regions, and a total of 1,148 participants attended. The press conference for television, radio and newspapers ere conducted, and production of 5,000 flyers and brochures on food irradiation were delivered. Training of 34 Senior Quarantine Officers of the Quarantine Office from all over the country on food irradiation technology were carried out. China had there annual meeting on radiation processing organized by the related association and society in April, 2007. China-Korea Joint symposium on nuclear technique application in agriculture and life science was held in Hangzhou in April, 2007. Food irradiation was one topic of these evens.

Projects under implementation related to food irradiation In Korea, one project related to food irradiation has been newly planned and started from 2007. KAERI as main institute has done this project including 6 universities and 3 companies. The title of the project is “Development of Radiation Fusion Technology with Food Technology by the application of High Dose Irradiation”, and the period is from March 2007 – February 2010 (3 Years). The total estimated budget is 3 million US $ (900,000 $/2007, 1 Million $/2008). Viet Nam implemented one Project and a new EB facility (10 MeV, 15 kW) for R&D and services will be established under the project. The site was selected and construction work was started in 2007. In the Philippine, a USDA funded project on evaluation on the of Quality of Philippine Mangoes Irradiated at Maximum tolerable Dose was continued. The study on the effect of irradiation of the pulp weevil infestation to mangoes was carried out. In China, several provincial projects on food irradiation were going on. Three national projects were under drafting stage, and hopefully be approved this year. In Bangladesh, one project on Quality Assessment of Fresh Irradiated Mango was carried out, and the following results were summarized. Other activities under project RAS5046, beside the Bali planning meeting and Vietnam training workshop KAERI, Korea has developed 4 space foods (Kimchi, Ramen, Nutrition bar and Fruit punch) using by the fusion of radiation technology with food technology. These space foods have been certificated by the Russian Institute for Biomedical Problems, Russian Ministry of Federal Academy, Moscow, on the microbiological and toxicological safety and wholesomeness, and suitability for serving to the first Korean Cosmonaut and others in last month. These space foods will be sent with cosmonauts by the Soyuz rocket in 8 April this year. The Philippines conducted coordination meeting with major exporters of fruits such as papaya, mangoes and bananas, and coordinated with the Marketing Group of the Department of Agriculture about the plan trial shipment of irradiated mangoes to other countries. China: The quarantine key persons are more interesting in food irradiation, and organized several small meeting on this topic. The Viet Nam asked IAEA to send one expert on protocol problems for fruit radiation and export. Sri Lanka: The team leader is a member of the committee appointed to monitor the proposed Multi Purpose Gamma Irradiation Facility
