Committee on Statistics Second session (2010) the Committee adopts two overarching, strategic goals: –Ensuring that all countries in the region by 2020 have the capability to provide an agreed basic range of population, economic, social and environmental statistics. –Creating a more adaptive and cost-effective information management environment for national statistical offices through stronger collaboration. Third session (2012) the Committee decides to establish: –High-level strategic body –Network of experts 2

SAB-AP Strategic Advisory Body for the Modernization of Statistical Production and Services in Asia and the Pacific (SAB-AP) –The mission is “To raise awareness and build capacity, particularly related to concepts, methods and standards, to support national modernization efforts” The Body has 7 members (Australia, India, Malaysia, Pakistan, Republic of Korea, Samoa, Viet Nam) and is chaired by Australia 3

SAB-AP (cont’d) First meeting in November 2013 in Tokyo Second meeting August 2014 in Bangkok SAB-AP agreed on: –Strategy of the SAB-AP –2014-16 work programme and priority areas –Proposed the establishment of a modernization working group 4

Modernization Working Group The working group will consider and make proposals in three priority areas: Develop advocacy strategy and prepare advocacy material for the regional implementation and adaptation of the architectures, tools and standards needed to support modernisation in statistical organisations, especially the Common Statistical Production Architecture (CSPA), the Generic Statistical Business Process Model (GSBPM) and the Generic Statistical Information Model (GSIM); The use of big data in official statistics; and Explore opportunities for the use of modules developed under the Common Statistical Production Architecture (CSPA) for capacity building in Asia and the Pacific (e.g. the seasonal adjustment module). 5

Modernization Working Group (cont’d) The main activities and outputs of the working group will be: To oversee the organisation of relevant workshops and expert group meetings. To oversee the preparation of materials on the topics of the management of statistical information systems, statistical methodology (including data editing), and the components of an “industry architecture” for official statistics. To contribute to the SDMX, DDI and geospatial capacity building of the countries in the Asia-Pacific region. To monitor developments in these areas within and beyond official statistics, and inform the SAB-AP of any important issues. To provide input as needed to the SAB-AP. To prepare a report for the SAB-AP once per year, on results, key issues, and outreach activities. 6

High-Level Group for the Modernisation of Statistical Production and Services (HLG) Created by the Conference of European Statisticians in 2010 Vision and strategy endorsed by CES in 2011/2012 HLG has 10 members Engagement goes way beyond formal membership of HLG; over 40 countries involved in HLG activities 8

MSIS 2013 & 2014 Collaboration between UNECE, OECD, Eurostat and ESCAP 23-25 April 2013, 2 venues joined by web link: –Paris – hosted by OECD –Bangkok – hosted by ESCAP 14-16 April 2014, 2 venues joined by web link: –Dublin – hosted by CSO, Ireland –Manila – hosted by ADB Joint sessions were held in Asia-Pacific afternoon and Europe morning time Provided recommendations about work on modernization in Asia-Pacific 12

Outcomes of the MSIS 2013 (Bangkok) Participants recommended that –the work of the expert community centre around key priority areas; and –interested practitioners and experts to gather in smaller working groups. Key priority areas identified by the participants: –Strengthening national statistical systems (coordination, information flow in decentralized systems, etc.) –Generic Standard Business Process Model (GSBPM) –Statistical Data and Metadata Exchange (SDMX) –e-collection –Data dissemination –Big data 13

Outcomes of the MSIS 2014 (Manila) Participants recommended: –That intensified regional collaboration is needed –To organize work in smaller, focused and technical working groups on clearly identified priority areas –That working groups need to be formalized –That NSOs management needs to give the necessary attention to this area of work –That regional and international organizations were best placed to coordinate and facilitate the establishment and the work of these groups –Priority areas to be: big data, SDMX, e-collection, data dissemination and visualization 15
