Summary of the project, objectives, expected outcomes & timeframes 1.Project name: Western Indian Ocean GEF-Marine Highway and Coastal Contamination Prevention Project 2.Objective: To assist the Participating States to increase the safety and efficiency of navigation in the Western Indian Ocean 3.Countries involved: Comoros, Kenya, Madagascar, Mauritius, Mozambique, Seychelles,South Africa & Tanzania. [France ( La Reunion)] 4.Timeframe: September 2007 until June 2011, extended until December 2012

Key results/innovations in the areas of process, stress reduction & environmental status. 1.Survey of the route – Mozambique channel (850’ x 30’) 2.Port safety of navigation requirements 3.Preparation of oil spill & HNS spill plans 4.Training of spill responders, level 1 to level 3. Train the trainers course 5.Sensitivity atlas completed. Oil spill equipment provided. 6.Regional agreement for oil spill monitoring & setting up of a RCC 7.Training of Port State Control Officers,Aids to navigation & intro. to hydrography & cartography 8.Installation of AIS 9.Hydrographic surveys for Maputo & Zanzibar 10.Support to search & rescue activities

Major challenges and constraints threatening successful delivery 1.Turnover of focal points & change in government 2.Delay in responding to the provision of information 3.Slow turnaround for securing of signatures in order to reallocate funds 4.No travel insurance & medical treatment required 5.Incorrect cost estimate for a component, e.g. AIS installation 6.Parliamentary processes, e.g. Agreement & Host country agreement 7.Responsible Ministry, DEA or DoT

Priority capacity-building needs 1.IMO recommended route in the Mozambique channel, for protection of coastline and the environment 2.Sensitivity matrix & trained personnel 3.Satellite AIS for vessel monitoring, staff to be trained to operate equipment 4.Satellite oil spill detection,new technology(subscriptions) 5.Resuscitate safety of navigation forums etc.

Needs for collaboration/possible new synergies with other regional GEF IW projects 1.GIWACAF, extend to southern Africa. 2.Oil & gas exploration & exploitation off the east & west coast of Africa 3.Any other projects...
