3. 2 S# Nature of the Inquiry Recommendation of CMIT. Status 1 234 1 Cancellation of illegal appointment of Assistant Directors B-17 in BSSI, Labour Department. Subject matter may be kept in pending till the decision of Hon’ble High Court. CS office has sent the case to Governor Balochistan on 19.03.2014 2 Complaint against local Government by M/S Gulzar Marri on behalf of inhabitants of Kohlu. The contents of application found anonymous therefore no further action is required. The Chief Secretary has seen and agreed.

4. 3 3Mis-management and irregular transfer/ postings of Junior Officers against Senior Posts. 1.A senior officer may be promoted and posted as Director General (B-20) Agriculture Research 2.The junior officers posted against the senior posts may be transferred & placed at their rightful assignments. CS office has sent the case to S&GAD on 17.08.2013

5. 4 Disciplinary proceedings against Mr. Muhabat Khan Harifal, Former District Officer (P&F) Zhob Inquiry may be dropped The CS office has approved the recommendations of CMIT. 5Inquiry into the incident of attack on Armory Malkhana of Levies Thana Hoshab, District Kech by miscreants. Mr. Abdul Hafeez Hoth (D.C Kech) has been exonerated by the competent authority. The Chief Secretary has agreed with the findings of CMIT. 4

6. 6 Additional Budget of Rs.130.00 million for provision of free Text Books for academic year 2013 The Committee has strongly recommended that the BTBB should be restructured and the books should be handed over to the Director of Education before the opening of Schools The CS office has sent the case to the Education Department on 06.01.2014 7Inspection of development schemes executed by various departments in constituency No.42- Panjgoor-I during the period from March 2008 to October, 2012. Nothing substantial exists against the said MPA therefore the inquiry may be dropped The case was sent to CS office on 10.10.2013 5

7. 6 8 Inquiry into MPA funds of Begum Samina Razaq for development schemes in Tehsil Dhadar, District Kachhi 1.The inquiry may be dropped 2.P&D should review its policy for funding such schemes. Submitted to the CS office. 9Inquiry on complaint against Balochistan Local Govt Board. The complaint appears to be the result of interpersonal and departmental grudges. The NAB Balochistan is also probing the subject matter. The Chief Secretary has agreed with the CMIT.

8. 7 10 Evaluation of Kachhi Plain Water Supply Project. It was recommended that the Department should post at least one SDO independently at the mouth of scheme to take care of the operational needs. Construction of few more water tanks and no further extension was also recommended. The CS/CM agreed with the proposals. Orders conveyed to the PHE department on 14.04.2014. 11Inquiry into the affairs of Reco Diq Project. It is recommended that the fact finding report may be handed over to Mines and Minerals Department for considering the case strictly in accordance with the provisions of law and judgment of the apex court. The inquiry Report submitted to the CS/CM on 12.02.2014

9. 8 12Inquiry against Mr. Maqsood Ahmed Assistant Director Drilling-I irrigation Deptt: Major penalty under Balochistan BEEDA, 2011 has been recommended. The Worthy Chief Secretary ordered that the Administrative Department to take action in the light of above recommendation.

10. 13Inquiry report of sewerage system in Dera Murad Jamali, Dera Allah Yar and Usta Muhammad A third party validation should be undertaken immediately. A revised PC- I of the remaining work may be prepared by the BDA by hiring services of a good consultant indicating it in revised PSDP of the current year or ADP of the next financial year. The inquiry Report submitted to the CS/CM on 11.03.2014. The case is now with ACE. 9

11. 10 14Irregularities in distribution of Rs. 41.613 million amongst the flood affectees of District Kharan Serious irregularities found in distribution of Rs. 41.613 million by the District Administration Kharan. The inquiry Report submitted to the CS on 02.04.2014. Worthy CS ordered inquiry against the then Deputy Commissioner Kharan. The CMIT conveyed order to S&GAD on 11-04- 2014.

12. 11 15Inquiry into recruitments made in Secondary Education Department during the year 2012-2013. It was recommended that District Recruitment Committees may be reconstituted with representation of S&GAD and Finance Department. Candidates who had submitted bogus documents be declared as “debarred from Government Service”. The inquiry Report submitted to the CS/CM on 28.03.2014

13. 12 16Inquiry about a fire Incident in Usta Mohammad District Jaffarabad The CMIT recommended that the case should continue as registered and may be allowed to take its course. Disciplinary action against the Assistant Commissioner, Usta Mohammad is also recommended. The highest tier of administration in the division should take care of the whole situation and play its role. The Inquiry report sent to the CS on 19.06.2014.

14. 13 17 Request for appointment of an Inquiry Officer. The CMIT recommended that warning to the applicant may be issued to be careful, otherwise S&GAD should initiate disciplinary proceedings against him under the relevant rules/regulations. The Report sent to the S&GAD on 19.06.2014. 18Inquiry against Mr. Aftab Ahmed, Assistant Director (B- 17), Irrigation Department on the charges of misappropriation / embezzlement of funds. It is recommended that an amount of Rs. 1,73,387/- on account of drawl of excess diesel against the agreed quantity may be recovered from the accused Officer as well as the receiving officer and in future he may not be posted on higher post. The Inquiry Report sent to the CS on 26.06.2014.

15. 14 19 Inquiry against Mr. Bashir Ahmed Magsi, Assistant Director (B-17) Irrigation Department on the charges of Misappropriation / embezzlement of funds. It is recommended that an amount of Rs. 4,36,625/- on account of drawl of excess diesel against the agreed quantity may be recovered from accused officer and the acting charge of Deputy Director assigned to him may be withdrawn. Annual increment of the accused officer may also be stopped. The Inquiry Report sent to the CS on 26.06.2014. 20Inquiry against Mr. Sultan Muhammad, Assistant Director (B-17) Irrigation Department on the charges of misappropriation / embezzlement of funds. It is recommended that an amount of Rs. 8,76,983/- on account of mis- utilization of diesel may be recovered from the accused officer and an appropriate major penalty may be imposed on him by the competent authority. The Inquiry Report sent to the CS on 26.06.2014.

16. 21 Enquiry into the causes of delays / deviations in completion of Project “Raising of Balochistan constabulary, Quetta. It is recommended that no one is personally/individually responsible for the deviations in the PC-I and the exercise has been carried out after following due diligence and as per ground requirements. The Inquiry Report sent to the CS on 08.07.2014. 22Inquiry against Mr. Attaullah, Assistant Director Gawadar Development Authority (GDA). The Scrutiny of the relevant documents did not find any thing plausible against the officer. However the Administrative Department was recommended to post independent officer as Assistant Director Local Government Pishin. The Inquiry Report sent to the CS on 23 rd July, 2014. 15

17. 23Complaint against Mr. Noor-ul-Haque, Engineer Provincial B&R Kharan. After a detailed inspection of the development schemes nothing found wrong with the earlier inspection report received from the Chief Engineer North. It was recommended that no further action is required into the matter. The Inspection Report sent to the CS on 24 th July, 2014. 16

18. 24Complaint of Irregularities in construction of Holing/Thank Road, District Kharan. The work on the site is in progress and the enquiry team has not found any substance in the complaint alleging about gross irregularities in the construction work. However, the team has made certain observations about the advance payment to the contractor and assignment of acting charge to an XEN not directly related with construction of road. The justification rendered by the C&W Department has not been found convincing. It was recommended that the Department may be directed to look into the report of the CMIT and take appropriate action for improvement in their working. The Inspection Report sent to the CS on 13 th August, 2014. 17

19. 25Inquiry against Mr. Ahmed Khan (BS-16) Junior Engineer PHE Department, District Barkhan. The CMIT recommended Departmental action against Mr. Ahmed Khan, Sub Engineer and Mr. Abdul Rehman Gishkori, XEN by holding a formal enquiry against him through the Administrative Department i.e. (PHE Department). The Inquiry report sent to the CS Office on 01.09.2014 18

20. 26Enquiry against Mr. Imran Rahim Durrani, Ex-Deputy Director (Drilling) (B-18) WRPD&M Directorate Irrigation Department. The Irrigation Department in an enquiry (drilling of 23 # tube wells) had recommended disciplinary action against the officer, therefore, the CMIT recommended that further enquiry in the matter may not add any additional dimensions and supported the recommendation of the Irrigation Department. The report sent to the Chief Secretary office on 06.11.2014.

21. 27Complaint against the officials of Food Department. The exercise was carried out on the order of the Chief Minister. The Enquiry Report contains major irregularities and calls for appropriate action under BEEDA or Anticorruption Act as deemed appropriate by the competent authority. The report sent to the Chief Secretary office on 03.12.2014.
