8 ILO Social Security Standards 1919- 2009 First Generation 1919 – 1939 Only social insurance or employer liability schemes Gradual Coverage of 7 out of 9 Social Risks (without Medical Care and Family Benefit) Each social risk dealt with in a separate Convention Separate Conventions for coverage of industrial and agricultural workers
