2 Background Principal focus on speed and effectiveness of delivery of defense articles and services Two phases: (I) Analysis, and (II) Implementation Phase I report signed by SecDef in July 2011 included 58 recommendations for DoD-wide implementation Phase II report (pending) is largely an update on progress with implementing the recommendations Overview
