3. Originally 4 Children's Services Committees in Northern Ireland established 1999. In 2004 CSP link with Vermont and Con Hogan 2004 Children's Services Planning adopts the Outcomes Based Planning Model CAWT Outcomes for Children Project ‘Implementation of an Outcome Approach to Planning’. Development of Framework for Outcomes Based Planning produced and implemented in Northern Ireland acros the planning structure CYPSP established in 2011. Multi-Agency Cooperation to Support Families Creation of one committee CYPSP to replace the four Children and Young Peoples Committees (2011) The CYPSP is a cross-sectoral, strategic partnership, consisting of the leadership from all key agencies who have responsibility for improving outcomes for all children and young people in NI. Focus is on integrated planning and commissioning Currently on the second CYPSP Children’s Services Plan

6. Early Intervention CYPSP adopted the following Definition of Early Intervention “Early intervention is intervening early and as soon as possible to tackle problems emerging for children, young people and their families or with a population at risk of developing problems; Early intervention may occur at any point in a child’s life.” Targeting vulnerable populations-CYPSP regional subgroups Targeting vulnerable areas- CYPSP Locality and Outcomes groups Early offer of help-Family Support Hubs

8. Regional Young Carers Group has written a ‘Guide to Supporting Young Carers in Education’ Regional LAC 16+ Group is working on a guide to finance for care leavers Southern Locality Groups have collaborated to deliver the ‘milkshake and maths’ programme to young people vulnerable to poor educational outcomes CYPSP has delivered a network of Family Support Hubs to ensure an effective offer of early help to vulnerable families. Noted increase in families requiring financial advice and support. Working Together to Address Disadvantage

9. Early Intervention Transformation Programme (EITP) The Early Intervention Transformation Programme (EITP) is part of the Delivering Social Change, Atlantic Philanthropies Signature Programmes. The Programme aims to improve outcomes for children and young people across Northern Ireland through embedding early intervention approaches. Collectively funded over a three year period by DoE, DoH, DEL, DfC, DOJ, TEO and the Atlantic Philanthropies, the EITP seeks to transform services to children and families in order to deliver a long term legacy of improvement.

10. Early Intervention Transformation Programme (EITP) The focus of the EITP Programme is: Government working together/pulling resources to focus on prevention and earlier intervention; Using evidence to inform changes to practice; To deliver transformational improvements in outcomes that can be sustained over the long-term; and On using data, research and outcome indicators to demonstrate impact on outcomes for children.

Family Support Hubs service user comments / quotes: I am very grateful that my referral was dealt with so quickly, that the service was approved, and the worker was so “able” to connect with this young woman….They were so reassured that “useful, practical help” was going to be available to her and her young son. Knowing help was there when needed, was enough to content this young woman in the last few weeks of her life. Hospice Social Worker for terminally ill young mother My son is 10 years old and was diagnosed with ADHD and said he wanted to kill himself. He found it difficult to form friendships and was constantly fighting with other children and the school constantly blamed him for incidents. I thought he was just a “bad boy”. I found referral to the Hub worked pretty seamlessly. I got a range of support including 1 to 1 support for my son, my husband and I attended a parenting programme and we also got specialist advice about ADHD. With hindsight I wish I had asked for help sooner. I view my son in a very different light now and have found the support really helpful and all the services involved didn’t judge us. We`re really glad we did this. Mother of 2 children 1 with ADHD “Just knowing there was someone outside the family who could give me help and advice when I needed it was a great relief”. Parent (with mild depression) of 3 children - 1 needed counselling for bereavement issues, another diagnosed with ADHD and the 3 rd child had health issues “Ask for help it worked for me – everything I have been offered has improved my situation”. Parent of 3 children who has caring responsibilities for her parent who has cancer “Beforehand it was try this, try that and I was constantly on the phone –getting nowhere. This has worked so much better for me.” (Parent with 4 young children one with ADHD) “If I hadn’t had got the help I got a year ago I wouldn’t be as strong as I am now” (Parent of a young child with autism and a teenager with mental health issues) Is anyone better off cont’d….? 12
