10 CONCEPT on development of state policy to reduce alcohol abuse and alcohol prevention among population of Russian Federation for the period up to 2020 was adopted by the Russian Government on December 30, 2009 (Order №2128-р) Concept defines aims, tasks and mechanisms of state anti-alcohol policy development.

11 Implementation of state policy is aimed at: Reduction of alcohol consumption volume among population Improvement of demographic situation in the country Increase of lifetime duration of the population Death level reduction Forming of healthy lifestyle

12 CONCEPT will be implemented in 2 stages 1 st stage: 2010 - 2012 Reduction of negative situation acuity Formation of legal, organizational and financial basis to maintain positive tendencies 2 nd stage: 2013 - 2020 Implementation of programs to form healthy lifestyle Timely detection of diseases related to alcohol abuse Efficient prevention of alcohol dependence

13 Improvement and efficiency increase of prevention Strategic aim of prevention is consumption reduction and formation of negative attitude to PAS use PAS use prevention measures are directed at all population categories, first of all to children and young people, as well as risk group persons. Testing. Including alcohol use prevention aspects into educational programs. Increase of population awareness about negative consequences of PAS use. Early detection of PAS users. Motivation for treatment request for aid and carrying out prevention work with risk groups. Prevention work among employees of the enterprises. Improvement and development of rendering medical narcological aid to alcohol abuse and alcohol addicted patients. Creation of rehabilitation centers. Creation of health centers for population.

14 Control of alcohol sale rules. Detection of illegal alcohol. Limitation of sale hours. Ban to alcohol consumption in public places. Sale of alcohol products in strictly fixed places. Price regulation on alcohol beverages. Measures to regulate alcohol production market

15 Interdepartmental approach to solve problem on reduction of alcohol consumption Creation of interdepartmental bodies (Councils, commissions and so on) for coordination of anti- alcohol prevention. Inclusion of anti-alcohol prevention into work of organizations dealing with combat against PAS consumption. Inclusion of alcohol use prevention aspects into different social programs: leisure, sport, mortality and crime decrease and others.
