3 3 Need for an EMS Reporting Tool Federal mandate to implement sustainable environmental practices and to measure agency performance in meeting the requirements –Bush administration’s EO 13423 “Strengthening Federal Environmental, Energy and Transportation Management” sets goals for managing and improving sustainable practices within the federal community through expanded use of EMSs –CEQ’s EO 13423 Implementing Instructions and Reporting Requirements for measuring performance –OMB’s scorecard tracks agencies’ progress toward meeting the goals of the President’s Management Agenda and EO 13423 Management (collection, tracking and reporting) of your agency’s efforts to implement its EMS goals and practices over time http://www.fedcenter.gov/

4 4 FedCenter Can Help FedCenter offers compliance assistance services for federal agencies – including FEDRPTS, an online reporting and tracking system FEDRPTS functionality developed in conjunction with EPA, OMB and Congressional data calls (EPACT) in mind FedCenter reporting mechanism is currently utilized by more than 15 federal agencies for their EMS and UST reporting requirements ( CIA, Commerce, DOE, EPA, GSA, HHS, Homeland Security, DOI, DOJ, NASA, TVA, DOT, Treasury, USPS, Veterans Affairs ) FedCenter reporting tools are recommended for use by EPA, the Office of the Federal Environmental Executive (OFEE), and a host of other federal agencies http://www.fedcenter.gov/ FedCenter.gov is the federal community’s one-stop shop for regulatory compliance and environmental stewardship information, program guidance, and compliance assistance – FedCenter pools available resources of many agencies to lessen the financial burden on individual agencies and alleviates the need (and the time it takes) to develop individual solutions – FedCenter is funded, managed, and governed by the federal agencies it serves

5 5 What Is “FEDRPTS?” FEDRPTS is FedCenter’s Federal Environmental Data Reporting & Tracking System FEDRPTS is a online, database-driven tool designed to help Federal Agencies better manage their environmental inventories and help them comply with their environmental reporting requirements –Allows authorized users to submit and manage structured data –Allows authorized users to create, view and manage reports FEDRPTS can be customized and configured to accommodate a wide range of media –Supports multiple datasets (e.g. EMS, UST, RCRA 3016), each with its own data, reporting and security model –Supports page customization –Supports customizable workflow FEDRPTS is reliable, secure and available for use 24 X 7 http://www.fedcenter.gov/

6 6 General System Features Customization Features –Can configure multiple datasets, each with its own data fields, reports, and security model –Pages can be customized for each Agency –Each Agency can define its own workflow approval process Data Entry/Management –Multiple data field types supported (e.g. integer, string, paragraph, date, currency, percent, time, multiple choice, others) –User-defined data validation (which fields are required or locked for editing, and what selections are valid) –Required fields can be predefined or conditional (dependent on a value entered in another field) –Multi-user editing w/record locking (multiple users can be assigned edit rights to a record) –Multi-session editing before committing a record (records can be saved as draft versions) –Bulk record upload & edit (multiple records can be uploaded/edited for non-conditional, non- validating fields) –Referential data can be accessed for faster data input (previously entered data can be selected for input to another record) –Field-level changes can be recorded and viewed http://www.fedcenter.gov/
