3 Background Direct response to GAO’s 2003 finding that Federal Real Property is a high risk government operation Supports the National Strategy for Efficient Use of Real Property o Freeze, Measure, Reduce o Targets office & warehouse o >80% of USG’s domestic leased building portfolio o >90% of USG’s annual leased expense OMB Management Memorandum No. 2015-01 o Real Property Efficiency Plan o Design Standard for Office Space o Reduction targets for office/warehouse/owned buildings o Freeze the footprint 2015 baseline thru 2020 3 If you understand the “why” the “how” becomes easy

4 RPEP Highlights 2016 – 2020 plan calls for: o Net reductions: 542,000 SF office/32,000 SF warehouse o Net reduction of 4.9 MSF other than office/warehouse o Disposal offset new const. (office/warehouse) o Directed standard SF for workspaces by 25 March 2016 4

5 RPEP Highlights cont. 2017 – 2021 plan: o Draft Submitted 15 March; final due late July/Early August o Freeze the Footprint o 2015 baseline o 1:1 disposition to new construction o Space “bank” no longer available o 2015 baseline for office/warehouse/owned buildings reductions o Adhoc Report field “Reduce the Footprint Indicator” o Net office/warehouse reductions (owned/GSA) compared to previous FY o Labor intensive reporting - FIMS/AAIM current & accurate is crucial o OMB/GGSA checking progress 5
