2 .....I want to make a beginning today itself and that is - all schools in the country should have toilets with separate toilets for girls. Only then our daughters will not be compelled to leave schools midway...... The government should utilise its budget on providing toilets. I call upon the corporate sector also to give priority to the provision of toilets in schools with your expenditure under Corporate Social Responsibility. This target should be finished within one year with the help of state governments and on the next 15th August, we should be in a firm position to announce that there is no school in India without separate toilets for boys and girls.  Shri Narendra Modi, on 15 th August 2014 2

14 1.5 COMMUNITY PARTICIPATION IN CONSTRUCTION AND MAINTENANCE THE COMMUNITY CONTRIBUTED IN CASH AND KIND TO AUGMENT THE EXISTING RESOURCES FOR CONSTRUCTION OF TOILETS AND ALSO CONTIBUTED FREE LAND WHEREVER THE LAND WAS NOT AVAILABLE WITHIN THE SCHOOL PREMISES 395 EXISTING TOILETS 14

15 1.6 EFFORTS FOR BEHAVIOURAL CHANGE THROUGH CLEANLINESS AND AWARENESS CAMPAIGNS IN SCHOOLS/COMMUNITY DAILY PARTICIPATION OF TEACHERS/STUDENTS/ STAFF IN A ROUTINE MANNER FOR MAINTAINING CLEANLINESS IN THE SCHOOLS. INFORMATION EDUCATION AND COMMUNICATION (IEC )MATERIALS WERE SUPPLIED BY THE PHE DEPARTMENT AND EDUCATION DEPARTMENT 15

16 1.7 IMPACT ON ATTENDANCE OF STUDENTS, SPECIALLY GIRLS 1. LOW DROPOUT 2. ATTENDANCE HAS SEEN CONSIDERABLE AND MARKED IMPROVEMENT AFTER THE CONSTRUCTION OF TOILETS ESPECIALLY DURING DIARHOEA, DYSENTRY, MENSTRUAL PERIOD ETC. 16

17 1.8 LOCAL POLICY INTERVENTIONS/USE OF FLEXIBILITY TO FACILITATE IMPLEMENTATION SOME TOILETS WERE CONSTRUCTED ON THE 1ST FLOOR OF THE SCHOOL BUILDING WHERE LAND WAS NOT AVAILABLE MATERIALS LIKE COMMODE, TIN ROOF WERE PROCURED CENTRALLY SO AS TO MINIMISE THE COST THE DESIGN WAS ALSO GIVEN BY THE STATE GOVT 17

18 1.9 INNOVATIONS IN IMPLEMENTATION VILLAGE AUTHORITY (DORBAR SHNONG) WOULD CHECK THE QUALITY OF MATERIALS BEFORE CONSTRUCTION OF TOILETS 18

19 1.10 THREE SIGNIFICANT POSITIVE THINGS THAT HELPED THE DISTRICT ACHIEVE OUTCOMES 1.DAILY MONITORING (BY THE COLLECTOR OVER A PERIOD OF ONE MONTH THROUGH MEETINGS AND WHATSAPP GROUP) 2.CENTRAL REVIEW TEAM (Ed CIL, TSG/SSA) 3.COMPLAINTS REGARDING CONSTRUCTION OF TOILETS WERE MADE BY THE PUBLIC, NGOs THROUGH WHATSAPP BASED PUBLIC GRIEVANCE REDRESSAL MECHANISM DIRECTLY TO THE DISTRICT COLLECTOR. 19

22 1.11 WHAT IMPROVEMENTS WOULD YOU SUGGEST 1.FLAT RATE SYSTEM MAY BE REVIEWED DEPENDING ON THE LOCATION/TERRAIN OF THE SCHOOLS. ALSO THE UNIT COST WAS INADEQUATE. 2.MEGHALAYA WATER HARVESTING MISSION, ONE TIME SMC GRANT. 3.SWATCHH BHARAT KOSH, INCENTIVES TO INNOVATION ( SANITARY NAPKINS ETC) 22

23 2.1 INNOVATIONS INTRODUCED IN IMPLEMENTATION OF THE PROGRAM TO ACHIEVE ITS OBJECTIVES  CONTINUOUS MONITORING THROUGH MEETINGS, 4 LEVELS OF INSPECTIONS, WHATSAPP GROUP  TAKING SPOT PICTURES BY THE INSPECTING PERSON MADE MANDATORY THROUGH HIS/HER CELLPHONE 23

24 2.2 BRINGING PERCEPTIBLE IMPROVEMENTS IN SYSTEMS/INSTITUTIONS FOR ACHIEVING THE SCHEME GOALS  ACCOUNTABILITY IS FIXED ON Community Resource Persons (CRPs), Block Resource Persons (BRPs) and Block Mission Coordinators (BMCs)  Chief Minister’s Youth for Green Campaign  Integrated Basin Development and Livelihood Program 24

25 2.3 MAKING PUBLIC DELIVERY SYSTEMS EFFICIENT AND CORRUPTION FREE  Accountability at all levels including the District Collector.  Money was released only upon receipt of Completion Certificate. 25

26 2.4 INNOVATION & ADAPTATION TO MEET STAKE HOLDERS/CITIZEN REQUIREMENT  The Contractor gives the Utilization Certificate and the School Managing Committee gives the Completion Certificate.  Use of digital technology in centralised documentation, report sharing by all stakeholders. 26

27 2.5 EXTRAORDINARY PERFORMANCE ON ANY MATTER RELATING TO PROGRAMME IMPLEMENTATION  Whatsapp based public grievances redressal mechanism has proved to be a handy tool in remote monitoring of school toilets.  Regular cleaning drive on Saturdays 27

28 2.6 SETTING HIGH STANDARDS OF SERVICES & CONTINUED IMPROVEMENT FOR IMPLEMENTATION OF THE PROGRAM IN YOUR DISTRICT  Entrusting the responsibility of maintaining the hygiene and cleanliness in and around schools including toilets to a group of students who would take turns every week so that there is a sense of ownership and trusteeship in students.  Aiming for perfection and excellence in implementation of the project thereby realising the objectives of Millennium Development Goals. 28

29 2.7 SYSTEMATIC CHANGES LEADING TO LASTING IMPROVEMENT IN GOVERNANCE WITH REGARD TO IMPLEMENTATION APPROACH, STRATEGY AND METHODOLOGY  Model School Project or School as a way of Life which is being conceived by the Chairman SSA and District Mission Coordinator, SSA would help in perpetuating the good work done by the administration. Assistance both financial and technical is being sought through CSR and from Dr Dr. Nirupam Bajpai Project Director, Model District Education & Health Projects, Columbia Global Centers, Center for Sustainable Development, Earth Institute, Columbia University 29

30 2.8 EXAMPLES OF BENEFICIAL EFFECTS BROUGHT ABOUT IN ALLIED AREAS DUE TO THE SUCCESSFUL IMPLEMENTATION OF THE PROGRAM  Promotion of local masonry. Skill development of youths who would then help building the toilets.  Push to rural economy  Rippling effect of significance of sanitation in rural households. Open Defection Free villages.  Getting back to school those children who have dropped out.  Children as brand ambassadors of Sanitation Campaign in their families and society.  Reduction of vector borne diseases 30
