2 California, CCSS, STAR, & Smarter Balanced The new CCSS assessment Smarter Balanced is replacing the STAR in California. Teachers and districts need help, as they fear their students are not prepared. 3 What is Smarter Balanced? The Smarter Balanced Assessment is a new assessment method for measuring the full range of the Common Core State Standards.
